Job Description

The Neighborhood Harmony Facilitator agrees to the following tasks and duties:

1) Tasks

  • Help in planning the activities of the team.
  • Mobilize the beneficiaries in different locations to participate actively in the workshops.
  • Run monthly community leaders group containing POCs and host community to build cooperation and share responsibilities.
  • Run mother’s groups of POC and neighbors to build neighborhood harmony between children.
  • Form neighborhood committees (one for youth and one for adults) to plan activities and manage problems and resolve conflicts.
  • Host events, introductions of new arrivals to neighbors in apt buildings, children’s events, neighborhood action to improve the environment, and more.
  • Create neighborhood activities that lead to discussions that further understanding about POC and the reasons they are in Egypt and their cultures, integration, problem-solving, mediation of conflicts and support in times of need.
  • Attend PSTIC team meetings to share the challenges, ideas, and updates.
  • Report community issues and trends to management.

2) Administration:

  • Maintain professional cooperative relations with all partner organizations.
  • Manage the financial and programmatic guidelines of PSTIC in accordance with the proposal, SOP, specific project guidelines, and agreements with Donors, UNHCR, and Tdh.
  • Attend meetings as scheduled.
  • Work in coordination with the office Administrators to ensure smooth management of the program.
  • Ensure that all systems of paperwork and finance are managed in a timely competent way.
  • Represent PSTIC, as needed, in professional working groups - meetings – conferences, etc.
  • Required to maintain up-to-date identification ie: UNHCR card or Passport (when appropriate) and Egyptian residence permit.
  • Maintain full-time residence in work location agreed during hiring unless the move is agreed in advance with PSTIC.
  • Submit a monthly report about the activities to Community Outreach Coordinator.
  • Make a formal referral to intake PSTIC for specific people requiring other PSTIC services.

3) Supervision 

  • Under the supervision of the Community Outreach Coordinator will attend monthly office supervision in addition to weekly team meetings
  • Neighborhood Harmony Facilitator TOR can be revised according to the needs of the Unit and Team with the agreement of all parties.
  • If Neighborhood Harmony Facilitator chooses to leave his/her employment before the end of this contract, he/she must provide a one-month notice to PSTIC and responsibly arrange for the transfer of his/her work. Before leaving, he/she must pay back all loans, arrange for the return of any property purchased for him/her by PSTIC and hand over all case files.
  • All payments will be made on behalf of PSTIC by Terre des Hommes (TdH) Egypt at the end of each month. The monthly incentive payment can be delayed if the worker does not submit the required monthly reports on time.
  • This agreement can be terminated if PSTIC does not have adequate donor funding. The monthly activity, transportation, and communication allotment can be changed by PSTIC based on changes in donor financing and/or at the discretion of the PSTIC Director.

4) Ethics:

  • Follow all ethical standards with individuals, families, and communities and maintain a personal living standard that serves as a positive role model.
  • Participate actively in fostering a positive, cooperative team and organization spirit.
  • Not involved in any illegal, illicit, unethical, political, or dangerous activities.
  • It is inappropriate for the worker to be involved with any client in any sexual, personal, financial, political, business, or unethical dealings.
  • Ensure that all financial support provided to activities is done fairly and without discrimination and in accordance with the program guidelines.
  • All your services are free and must be provided to all who need them equally.
  • Complaints about program staff, management, finance, or other issues should be made in writing and sent to the staff Complaint email with a CC to the Director.

5) Schedule:

  • Hours: No less than 40 hours per week, according to tasks needing to be completed.
  • Time off: One scheduled day per week; one weekend (two consecutive days) per month.
  • Vacation: 20 days a year. Time off can be taken after working for 6 months.
  • The worker must inform the PSTIC Administrator if he/she leaves the city and its environs.
  • A daily-weekly-monthly planning and time management in accordance with the needs of the program.
  • A calendar submitted monthly summarizing work completed.
  • Days and weekends off must be scheduled at the end of each month and agreed upon with the Coordinator; weeks off must have one-month notice and be agreed upon by Director. Any days taken beyond this will not be paid.

The Neighborhood Harmony Facilitator can be involved in other activities and responsibilities only if both parties agree and are not a conflict of interest.

Job Requirements

  • University or Training in Social Studies, Peacebuilding, Community Development, or other relevant studies
  • Work experience in related field
  • Experience in facilitation of community workshops and organizing neighborhood events
  • Skills in conflict resolution
  • Excellent ability and experience to work in building cooperation and harmony between people
  • Excellent communication, facilitation skills, and the ability to work with a multicultural team.
  • Ongoing, energetic, positive attitude
  • Experience working with refugees, asylum seekers, or migrants.
  • Excellent spoken and written Arabic.
  • Computer skills and social media capacities are essential
  • Good skills in Ms office and Google sheets
