Job Description

  • Job Summary: 
  • Our firm has won a project with Saudi Arabia Government to convert accounting from cash to accrual basis.  Hence, we are contracting a Projects of Cash to Accrual Conversion Manager for a term period to perform in Saudi Arabia.  Your responsibilities include the execution of high-quality Cash to Accrual Projects, including building high performing teams, managing deadline reporting.

  • - Have solid knowledge of IPSAS and IFRS and be able to conduct in depth research on complex matters, prepare technical papers for discussion with clients. 
  • - Lead all conversion projects from Cash basis to Accrual basis until transferring the knowledge to the clients’ employees and provide them with proper training. 
  • - You will be expected to design, structure and tailor potential solutions to our government considering the public finance framework requirements, IMF requirements and the existing finance laws within the government to ensure our recommendations add value to our clients. 
  • - You will be expected to stay on top of the existing IPSAS and IFRS standards, and the relevant exposure drafts that could result in shaping the structure of the government to optimize the value of those standards managing the government. 
  • - You will be expected to lead, coach, train and mentor junior staff, and support their growth and drawing their career path. 
  • - Develop strong relationships across a network of existing and future clients and key stakeholders

  • Key Responsibilities: 
  • - Develop and maintain productive relationships with audit clients/ management 
  • - Establish expectations of value/ services to be delivered for the client 
  • - Collaborate to plan engagement objectives. Develop and implement an audit strategy that complies with professional standards and appropriately addresses risk 
  • - Understand the client’s industry and recognize key performance drivers, business trends and industry developments. 
  • - Develop people – conducting timely reviews and providing feedback to team members, lead engagement team sessions, participating in recruiting efforts. 
  • - Overseeing engagement economics and managing appropriate resources for efficient engagement models. 
  • - Participate in client pursuits and develop proposal content 
  • - Use technology to continually learn, share knowledge and enhance service delivery 

Job Requirements

  •  
  • - Education: Bachelor's degree or equivalent in relevant subject areas such as, Accounting, , Economics, etc. MBA is a plus. 
  • - Mandatory qualifications: The following qualification(s) are mandatory for the candidate to perform the role CPA, ACA, ACCA (or equivalent). 
  • - Preferable qualifications: The following qualification(s) are preferable and beneficial for the candidate to perform the role: PMP, PFM and IPSAS related certificates, and any digital certificate will be a plus. 
  • - Years of Experience: 8+ years of relevant experience in IPSAS, IFRS, cash to accrual conversion, preferably within a professional services environment. 
  • - A good understanding of public finance management and government accounting and reporting - Ability to work under pressure 
  • - Proven soft skills in the following-Excel, Word, PowerPoint, etc. 
  • - Language Skills: Excellent communication skills (verbal and written). Arabic speaking is mandatory, fluency in English is preferred. 
  • - Dedication to teamwork and excellent leadership skills. 
  • - Excellent in Coaching and following up skills
