Job Description

01. The Positions Offered

TSA is currently looking for Junior Quantity Surveyors (Online Measurement Specialists) to join us. Successful candidates are trained at levels 2, 3 and 4, with the option to progress to level 5 (see section 5)

 

02. The Work of a Measurement Specialist / Junior Quantity Surveyor

At TSA we prepare measurement schedules (bills of quantities) from DWG, PDF and BIM documents. Once trained, you will be expected to:

  • Understand architectural designs, plans, specifications and related documents, all produced to UK standards.

  • Identify, record and raise any errors, omissions or ambiguities found in those documents.

  • Use specialist measurement and markup software to measure the works, which includes finding, selecting, sorting, ordering, naming and labelling measurements.

  • Make calculations and organise quantities into a standardised format.

  • Produce bills of quantities using standard library descriptions (NRM, SMM7 and CAWS).

  • Check your own work, and respond to the checks carried out by others, using TSA’s quality assurance processes.

TSA is at a stage of development where we need specialists who, over time, can work with our development teams — developing processes, using and improving our AI tools, and mentoring and training others. 

  • You will be expected to build a deep understanding of the processes behind the work and the decisions they require, and to commit to continuous learning in an environment that is changing quickly.

  • No prior experience of these systems is expected; all of them are taught during training. Because they automate a growing part of the process, more of the work is judgement: interpreting design information, verifying automated output and resolving discrepancies.

 

03. The Training that TSA Provides

TSA provides structured online training and assessment, funded entirely by the company. Our specialists have come from a wide range of backgrounds — students, graduates, architects, structural and civil engineers and urban planners — and a few began with no construction knowledge at all.

Highlights of TSA’s training programme:

  • You are not asked to pay for training, and you are paid for the time you spend completing it, whatever the outcome.

  • Our work must comply strictly with UK measurement standards (NRM and SMM7), which are more detailed than standards such as POMI or CESMM. Experienced quantity surveyors join the same programme as those new to the field.

  • Training is delivered online, module by module and tailored to the individual. Each module builds theory first, then practical exercises, and they are assessed.

  • You will not move on to the next module until you have shown the skill level required by the previous one. Future training allowances depend on completing training effectively and showing those skills on live projects.

  • Further training details (subject areas, modules, levels and methods) are available to those selected for interview.

05. Grades and Rates

TSA provides training and work across grades 0 to 5. Rates reflect the skill level achieved, from a basic practitioner at the lower end to a high degree of mastery at the upper end:

  • Grade 0 (Students / Work Experience): $3.00 – $4.00. Undergraduates / Fresh graduates / Internships.

  • Grade 1 (Trainee): $4.00 – $5.00. Workshop and Probation: Learning TSA's measurement standards and systems on real work, under close instruction.

  • Grade 2 (Junior QS — Working under instruction): $5.00 – $6.50. Measuring and billing standard items in one or more NRM sections with guidance, raising RFIs, using TSA's automated tools.

  • Grade 3 (QS — Working independently): $6.50 – $8.00. Measuring and billing a whole NRM section or more without supervision, raising RFIs early, using and developing automated tools, checking the work of others, mentoring and contributing to TSA's Oracles.

  • Grade 4 (Senior QS / Specialist): $7.50 – $10.00. As described at Grade 3 but to an error-free standard. At this level, it would be expected that the senior has completed all relevant training (and has commented on policy), is fully conversant with all automated systems (and is assisting in developing the same). Work at this level will include an element of instructing others and checking their work.

  • Grade 5 (Divisional Leader / Lead Specialist): $8.50 – $15.00. Leading an NRM section/s as sign-off final checker, setting plans and tasks for the team, briefing juniors, leading TSA's automated systems usage and development, Oracle and system development

 

TSA usually pays $3.50 an hour during the workshop and $4.0 an hour during the probation period, for training time and for any work produced, whatever its standard. 

  • After that, most trainees start at grade 2 or 3, and higher for those with more skill or relevant experience. 

  • Ideally, we would like to see trainees reach grade 3 or 4 within 12 to 24 months and grade 5 within 24 to 48 months

  • Those working full time usually progress two to three times faster than those working part time.

Work is offered on a self-employed basis, and the rates paid are gross. TSA pays monthly, within 72 hours of the invoice.

Advice to Applicants 

  • TSA is looking to recruit from a wide range of candidates who will have different skills and experience. The online application on Wuzzuf assists us in both profiling candidates and determining suitability. We do not expect everyone to be good at everything.

  •  If you do not have good English skills (or the will to learn), we will not be able to train you effectively, and you should not apply.

  • You should try to be accurate when answering questions, and it should be remembered that:

  • We will consider candidates who are still studying but do not have experience.

  • TSA is looking for candidates who exhibit a high measure of consistency between what they say and do. If you tell us you are an expert, then that is the basis on which we evaluate you. If you do not have much experience, it is much better to say that.

  • Part of our evaluation process is verifying that we can rely on what candidates tell us.

  • You should complete the application as soon as it is practical. We evaluate on a rolling program, and positions are filled as soon as suitable candidates are identified.

What Happens Next?

If we think that you would be suited to the work, we would usually proceed to organise:

  • An informal chat/interview to address any questions and discuss your suitability for the work

  • Shortlisted candidates are invited to join a structured workshop (5-7 days) designed to assess mutual fitness between the candidate and TSA.

  • Shortlisted candidates from workshops are offered full-time roles with a 3-month probation period in which TSA would provide you with more detailed training and work on live projects.

06. Basic Skills and Abilities Required

Essential skills (non-negotiable):

  • An interest in the work.

  • A strong desire to produce a high standard of work, based on attention to detail.

  • A good level of spoken and written English.

  • Strong communication skills, with the ability to work smoothly with people from different countries and cultures, in English.

  • A proactive approach to learning and to problem solving.

  • Being responsible, reliable and a good manager of your own time.

 

Skills for higher grades:

  • A logical and methodical approach to work.

  • Highly numerate, with the ability to check calculations for errors.

  • The confidence to raise ambiguities or questions with seniors immediately, so that queries are resolved quickly.

  • A strong desire to learn new skills and to improve processes.

 

Additional useful skills (helpful but not essential):

  • The ability to read and understand construction plans, elevations, details and specifications.

  • Knowledge of construction techniques; experience of UK construction methods would be an advantage.

  • The ability to analyse and make sense of documentation.

  • The ability to use CAD software (no design skill or artistic flair is required).

  • Experience of Google Docs, word processing and spreadsheets, and enough IT skill to install software by following our instructions.

 

07. Additional Skills That Add Value

Please tell us if you have an interest, experience or skills in these areas, as they may allow you to take on specialist tasks:

  • Construction skills: bill production; UK standards and methods of measurement (NRM and SMM7); specialist knowledge such as structural, landscape or drainage; design or specification writing.

  • Software skills: Bluebeam or other measurement software; BIM modelling; coding or IT software development.

  • Other skills: project planning, quality assurance, analytical or statistical skills, training others, human resources.

 

08. Setting Up as an Online Specialist

You must have all mandatory equipment in place before your start date, unless another date is agreed in writing. You must hold one of the two specifications below in full: Specification A (laptop) or Specification B (desktop PC). Both are equally acceptable, and the figures are a minimum, not a target.

  • Processor: Intel i7-4570 3.20 GHz dual-core, or equivalent (both specifications).

  • RAM: 8 GB (laptop) / 16 GB (desktop PC).

  • Storage: 256 GB SSD (both specifications).

  • Operating system: Windows 10 or Windows 11 (both specifications).

  • Primary screen: 27" at 2560 × 1440 (both specifications).

  • Second screen: Laptop: the laptop's own screen, 15" or larger, at 1920 × 1080. Desktop PC: 22"–24" at 1920 × 1080.

  • Separate keyboard, mouse and headset with microphone: Required (both specifications).

  • Internet: Stable connection (both specifications).

 

Working environment:

  • A quiet place to work where you will not be interrupted.

  • A stable internet connection and an uninterruptible power supply where the local supply is unreliable.

 

Working hours:

  • A strong preference for full-time work, although some part-time work is available. UK hours are mostly 09:00 to 17:00 GMT.

  • Part-time candidates need over 24 hours of availability a week and at least four hours a day overlapping UK office hours. More overlapping hours make training far easier and faster.
