Job Description

General Responsibilities (Overall purpose):

Under the direct management Senior Finance Officer, the Finance Officer supports the delegation’s general finance unit operations in controlling and verifying the accuracy and effectiveness of all financial transactions and ensure its compliance with the country’s legal framework and sound accounting principles, Tdh’s internal procedures, legal requirements, and donor guidelines.

Specific Responsibilities / Context (Tasks) 

Financial, and budget Management

• Ensure realistic budgeting, proper codification of expenses and good budget steering 

• Participate with Senior Finance Officer & operational teams in the design of budgets for the proposals to be submitted to donors. 

• Carry out a monthly monitoring of budgets (donors’ budgets for PSTIC office) and financial equilibrium of the PSTIC office, including supporting in analysis and feedback to budget holders 

• Implement meetings with the budget holders to review the projects budgets, analytical allocations, financial status, and update the projects forecasts 

• Control the PRs within her authorization limit and check budget allocations, and availability before committing purchases 

• Assist the Senior Finance Officer / Finance Manager in preparation of cost or no-cost extension of donor contracts or budget amendments


• Draw up the financial reports in accordance to reporting schedule and send it to the Senior Finance Officer for validation. 

• Alert, when necessary, but early enough on financial risks 

• Assist in the training for program teams on budget management tools 

• Guarantee the confidentiality of the financial information 

• Review all Supporting Documents related payment & ensure matching the finance checklist 

• Responsible on the clearance of all advances on monthly basis 

• Ensure the supporting documentation is translated in English Reporting and communication 

• Assist the program team to prepare budget follow-up and forecasts 

• Control the analytical allocations in Saga at the end of each month before closing 

• Produce monthly report to the line manager in the unit activities Audit, Compliance & Internal Control 

• Ensure the compliance of the financial procedures of TDH, donors, and authorities before approval 

• Ensure the financial support documents are archived according to Tdh procedures Perform any other tasks

Job Requirements

Education / Qualifications
• Bachelor’s degree in accounting, Finance or Business Administration


Experience
• 3 - 5 years of Experience in Finance & Accounting & Grant Management
• 1 -3 Years of experience in similar INGO / NGO is mandatory.


Languages & IT Knowledges
• Very Good written and spoken English
• Advanced in Office, Finance & Accounting software


Skills and Knowledge required to work safely with children and vulnerable people
• Knowledge on child protection, gender, and diversity.
• Work experience in child protection prevention and response, and participatory child-friendly approaches.
• Effective communication and engagement
