Your Opportunity  


Our client is responsible for Facilities Management (FM) delivery across the Island. This key role within the Managing Partner (MP) team (the delegated authority) stems from the demands of operating in an ultra-luxury hospitality and tourism sector, where excellence in service delivery is required. This role is crucial for maintaining the integrity of the supply chain, optimising costs without compromising the quality of the services and goods procured.


The primary purpose of the Procurement Manager role within this ultra-high luxury hospitality and tourism environment is to oversee and streamline procurement processes, ensuring efficiency, cost-effectiveness, and quality in acquiring goods and services. The candidate will play a pivotal role in liaising between the Client and FM Service Partner, ensuring that procurement strategies align with operational goals.


The hiring for this position is subject to contract award.


Key Accountabilities 


  • Communicates strongly in all aspects of the Procurement function to the SME business.


  • Understands Serco & SME business strategy and how it impacts Procurement.


  • Designs and implements category strategies that deliver financial and other performance targets such as service, supply chain and risk management.


  • Undertake rigorous business requirements analysis and aligns category strategies at all levels.


  • Conduct market analysis to identify trends and insights.


  • Oversee the end-to-end procurement process ensuring continuity and compliance.


  • Identify and engage reputable suppliers, negotiating contracts for optimal terms.


  • Monitor market trends, sourcing options, and supplier capabilities.


  • Support the negotiation of agreements, which will be predominantly local to region for goods and services.


  • Develop and implement rigorous contracts for all critical, strategic and approved suppliers incorporating service level agreements and continuous improvement targets.


  • Manage contracts and agreements in compliance with regulations ensuring the SP has appropriate controls and processes established.


  • Monitor contract expiration dates and initiate renewals or negotiations as required.


  • Develop and maintain detailed supply market knowledge and tools that drive innovative sourcing solutions.


  • Develops strong relationships with stakeholders to understand the business’ needs and maintains relevant stakeholder maps, ensuring issues are understood and accounted for in the development of standardised working procedures.


  • Stay updated on regulations and compliance standards.


  • Ensure that procurement practices align with legal and ethical guidelines.


  • Identify and mitigate potential risks in procurement processes.


Specific Requirements 


  • Six (6) years minimum experience as procurement professional within the GCC.


  • KSA experience preferred and Arabic speaking an advantage.


  • Extensive knowledge of sourcing and supply chain management.


  • Sound knowledge of procurement, including supplier rationalisation, supplier development and measurement.


  • Demonstrates track record in supplier selection, negotiation and complex contract management, delivering cost, revenue and profit targets


  • Experience of risk identification, evaluation and mitigation and liaison with legal support


  • Experience of negotiating supplier contracts including complex service agreements


  • Has proven commercial acumen with excellent negotiation skills


  • Strong understanding of key business and commercial issues within a public sector business services organisation. 


  • Will have worked in a complex changing environment with demanding business objectives in a competitive market sector
