Role Purpose



The Facilities Planning Division (FPD) is seeking a Senior Development Manager. This role is responsible for but not limited to the following:


  • The role will cover a design review for NEOM projects, mainly in architecture and other disciplines to ensure the design work is executed on projects of all scales to add value and improve customer experience across various areas
  • Support establishing the FPD – Asset’s design workstream to ensure NEOM developments are optimally planned and designed per the NEOM Plan of Work.
  • Review and support the development of all NEOM master plans, asset briefs, and asset designs.
  • Acts as a key member driving the quality assurance focus with regular interaction with his team and all stakeholders.
  • Support establishing and operating the FPD values to ensure that NEOM Assets for these projects are functionally & and technically optimally scoped for business targets in the project development lifecycle.

KEY ACCOUNTABILITIES & ACTIVITIES



Roles, responsibilities and Functions


  • Review asset, Initial asset briefs, pre-concepts & concept designs, and all relevant documentation, in conjunction with future development and approved master plans, to optimize developments and real-estate allocation following NEOM strategy
  • Responsible as part of the FPD team for managing the review process for all submissions, including stakeholder engagement internally and externally.
  • Responsible for delivering the design comments of various architectural design typologies: hospitality, residential, civic and cultural, commercial, public, transport, healthcare, educational, etc.
  • Manage architectural design consultants to deliver NEOM architectural content and context following FPD values
  • Supervise the review of pre-concept & concept, preliminaries, and in some cases, developed and detailed design documentation and BIM Models
  • Acts as Lead Reviewer in the qualitative architectural design review process, providing analysis, comment, direction, and recommendation and adding value to the proponents in developing their assets
  • Team leadership adopts creative and innovative solutions in managing the Asset Unit during the design review
  • Review architectural asset briefs to give valuable recommendations
  • Manages Design and Asset Brief compliance, completeness, and accuracy, including design coordination within architecture and across disciplines and approved master plans
  • Support with VE workshops with the ability to solve design issues creatively and pragmatically by advice on multiple designs options that meet the design approach and budget
  • Take the initiative to develop design manuals, and standard design documents and to produce deliverables following NEOM standards and policies
  • Manage communication, coordination, and management of consultants, contractors, various NEOM departments/sectors

BACKGROUND, SKILLS & QUALIFICATIONS



Knowledge, Skills and Experience


Experience


  • 15+ years of post-undergraduate in architectural design with relevant experience in asset design and large-scale developments.
  • Design experience in various architectural types: residential, commercial, public, healthcare, educational, etc.
  • Construction experience is preferred
  • Experience with engineering governance codes, standards, and compliance.
  • Experience with vital planning and engineering reviews to ensure the successful delivery of large-scale, cutting-edge, and multimillion-dollar projects from their strategy phase to their various execution/operation stages.
  • Experience in the Middle East is highly appreciated
  • Understanding of financial and commercial management of projects.
  • Full knowledge of international standards, policies, codes and procedures and ability to transmit the same to others.
  • Full knowledge of Statutory Authority’s requirements,
  • Knowledge of international and local codes, regulations, and submission requirements.
  • Developed knowledge of Sustainable Design principles.

Knowledge


  • Proven related experience in an Architectural Practice, including management of international design consultants across sectors and typologies
  • Asset optimization techniques with an emphasis on cost, quality, site development, and compliance with applicable standards.
