Role Purpose
Plan and manage the implementation of assigned projects through all NEOM Plan of Work design and construction stages in order that the constructed asset(s) meets the approved IAB requirements and is delivered in accordance with OXAGON’s approved Masterplan, all relevant NEOM Procedures and agreed Project KPI’s.

Project scope of work Development
- Obtain approved Initial Asset Brief (IAB) from NEOM Asset Proponent and manage its successful implementation throughout all design and construction stages in order that the constructed asset meets the approved IAB requirements and is delivered in accordance with the approved OXAGON Masterplan and NEOM Procedures.
- Be the author of Scope of Works, RFP’s, Tender Plans and participate in tender evaluations
- Work as part of NEOM’s Project delivery team, including the PMC and CSC team, to support the planning, management and timely delivery of the Project
Stakeholders Engagement
- Identify and engage with relevant stakeholders as required across all NEOM Plan of Work stages.
- Set communication plan and matrix with all stakeholders, suppliers project participants.
- Manage the relationship with all stakeholders.
- Prepare project status and progress reports for presentation at team and executive level and report on progress as required to project to stakeholders.
- Ensure all stakeholder and supplier interactions are documented at all times.
Organize the project resource and tasks including Contractors, vendors and third parties.
- Prepare Project Execution Plan(s) and manage delivery against the plan and agreed KPI’s.
- Prepare and maintain Project change register and manage Project Changes
- Prepare and maintain Project Risk Register and manage Project Risks
- Prepare Project BIM Execution Plan and manage delivery against the plan
- Ensure resource availability and allocation.
- Assemble and coordinate project delivery staff and manage project resource allocation.
- Provide direction and support to project team.
- Coordinate internal resources and third parties/vendors for the managed execution of projects.
- Establish and maintain relationships with Contractors, Consultants and third parties/vendors.
Manage and Control Project Cost & Schedule
- Develop project delivery options and plans to Level 3 detail for selection of preferred option. The manage delivery to agreed schedule, timelines and milestones.
- Manage project against agreed budget, including base cost and risk-based contingency
- Implement and manage project changes and interventions to achieve project outputs and goals.
- Measure project and supplier performance using appropriate systems, tools and techniques
- Report and escalate to management as needed
- Measure milestones and earned value and ensure processing of invoices on time.
- Perform risk management to minimize project risks.
Monitor and control Safety & Quality
- Ensure Safety compliance with NEOM Procedures and Industry Best Practice.
- Develop/review Quality Assurance and Quality Control (QA/QC) Plans
- Develop/review Health, Safety and Environment (HSE) Plans.
- Ensure functionality and implementation of QA/AC and HSE plans
- Resolve all Non-Conformity aspects
