Thales in Egypt is part of our Middle East business that has 1,800 people across Egypt, Iraq, Kuwait, KSA, Lebanon, Oman, Pakistan, Qatar and UAE.Together We delivered fare collection and control and communication systems for the first metro line in Africa, Metro Line 1 in Cairo. Since then we have continued to bring growth and security and safety to the country by upgrading these transportation systems as well as providing solutions for customers in air traffic management, air defence and Navy.Job PurposeEnhance the Project’s commercial position with contractual mechanisms in order to limit Ground Transportation Systems exposure to risks and to maximize cost recovery. Manage commercial aspects of the project including regular invoicing Cycle, change management, variations, progress payments and commercial submissions, in order to protect company interests and improve the financial result of the project. Liaise with Financial Controller to facilitate and follow up of actuals, budget, and forecast, EAC. Roles & Responsibilities:The Quantity Surveyor & Cost Control shall work closely with Technical Engineer/ Managers and shall be responsible for post contract administration not limited to change control administration / cost reporting / on-site measurement / collation of supporting documents in relation to claims.Changes:Support the negotiation of change orders and the identification of potential changes (variations). Review and contractually validate each Change Request and/or Change Proposal before forwarding for submission to the Employer. Maintenance of change management logs for specific project. Identifying and documenting change in coordination with the Design Managers and Project team. Preparing variation evaluations for all proposed variations / change orders in coordination with the relevant Project team members. Quantifying and estimating costs for all proposed variations / change orders. Claims:Collection of all relevant cost data and information to support claim issues. Assistance in claim analysis and commercial evaluation of prolongation. Preparation of complete and comprehensive cost files to build the substantiation of prolongation costs. Commercial:Prepare the monthly progress payment application with the client. Ensure quality and timeliness in delivery. Ensuring the highest professional standards, that all information is current. Support monthly cost reporting and input into project reportMaintaining consistent and adequate administration procedures. Participate in Project meetings (internal and external: with the Employer, Thales’s subcontractors and other entities) when scheduled and/or requested. Financial:Facilitate data to Financial Controller to generate finance reportsLiaise with Financial Controller to support building budgets, forecastsSupport Financial Controller to follow up costs and deviationsLead Quarterly EAC reviewWork experience, Qualification, Educational & Skills Requirements:8+ years’ experience as Quantity Surveyor & Cost ControlBachelor’s degree in engineeringPrevious experience on project of similar nature an advantageKnowledge and standing of FIDIC form of contract. Fluency in Arabic & English languages is a must. Advance Knowledge level in Excel and preferably good user of SAPStrong analytical and problem solving skills and meticulousGood experience of working on large scale of bid and projects in Transportation sector.
