Job Description

MEDECINS SANS FRONTIERES (MSF) is a non-governmental medical humanitarian aid organization. MSF presently work in more than 60 countries providing assistance to population in distress, victims of natural or man-made disaster and victims of conflicts irrespective of race, religion, creed or political convictions. To support this work, MSF Egypt Mission is recruiting for its activities in Cairo a candidate for the position:

 

Purpose of the position:

Providing support to the Project Coordinator in the management and coordination tasks, ensuring a smooth relation with local and national authorities and contributing to the context analysis and follow-up according to MSF protocols, standards and procedures in order to ensure the smooth running of the project

Accountabilities:

 

  • Representing MSF externally together with the Project Coordinator (PC) or alone (when delegated) and negotiating on behalf of the project coordination in close cooperation with the PC and based on beforehand agreed messaging. Assisting in safeguarding and promoting MSF’s image externally.
  • Monitoring, analysing and reporting on key issues (humanitarian, medical, risk, etc.) to the Project Coordinator and providing contextual information, through a sound knowledge of counterparts, parties, actors, and authorities, in different administrations/parties and governorates/districts in order to improve understanding and decision making processes.
  • Assisting the Project Coordinator in Internal and External Communication sessions and events about MSF (for National staff, the Ministry of Health staff, as well as local authorities, community leaders, etc. ) in order to improve awareness, understanding of MSF principles and services and public opinion adhesion. Write meeting minutes and contribute to the meeting logbook.
  • Ensuring the continuity of relations/networking with local actors (other NGOs, UN agencies, local authorities, media, etc.) and filing and updating field contacts and correspondence in order to ensure information sources accuracy and its availability on regular basis. Organizing advocacy contacts and appointments for the Project Coordinator. Translating and reviewing documents and acting as an interpreter when needed. Assisting the Project Coordinator in the drafting of correspondences with authorities and counterparts (government officials, community leaders, UN agencies, NGOs, etc.) in order to ensure fluent and accurate communication flows.
  • Preparing and conducting context and cultural briefings on the project to new employees (national and international) in order to facilitate their integration within the project environment.
  • Being contactable by phone and available to assist the Project Coordinator with important context and operational issues that may occur outside of regular working hours unless otherwise agreed with the Project Coordinator (e.g., holidays).
  • Performing assigned additional responsibilities or tasks as required by the Project Coordinator.

Context specific Tasks: 

  • Conduct a context analysis for the intended start of Sexual and Reproductive Health Activities.
  • Perform in-depth analysis of specific topics related to social needs (e.g. housing, protection, documentation, financial support, …) of refugees or migrants in general, also acknowledging specific vulnerable groups (unaccompanied minors, …)
  • Prepare advocacy briefers on specific topics (see above) and on request; carry out or assist in briefings for national and international staff
  • Provide comprehensive support to the clinic team; including the preparation of complex case files eligible for individual case advocacy 
  • In cooperation with the project coordination team, develop and test tools/templates for data collection and case presentation; train users and ensure appropriate implementation of those tools and templates.

Job Requirements

Education:                 University Diploma Level, preferably in the field of Social Sciences (Political Sciences, International Public Law, Anthropology, Economics, etc.)

Experience:              Previous working experience of at least two years in research, analysis & reporting and advocacy, preferably in subjects related to refugee/ migrant/ human rights/ violence/ Sexual and Reproductive Health

Desirable: Management experience

Working experience with international NGOs, preferably outside Egypt

Volunteering with initiatives/organisations that engage in supporting migrants or refugees

Languages:               Proficiency in English (written and spoken) is mandatory

Spoken Egyptian / Middle Eastern Arabic (not Maghreb countries) 

IT Skills:                      Highly competent in using Word, Excel, Power-Point and searching the Internet
