Job Description
Output 1: Provide technical expertise to WHO country and Regional Office on fleet management, ensuring implementation of WHO policy and wider organizational strategy.
Output 2: Ensure the roll out of the Fleet Management System (Tracpoint), establish data reporting mechanisms along the lines of the WFS KPIs.
Output 3: Ensure that fleet data from WHO offices such as maintenance and fuel data is captured in the fleet management systems.
Output 4: Compile and analyze statistical information, identify trends and developments that will assist in decision-making. Prepare and present fleet management reports for each pilot country.
Output 5: Monitor fuel consumption and identify innovative ways to reduce fuel consumption.
Output 6: Identify fleet management learning needs and conduct training sessions as required.
Output 7: Establish a database and mechanisms to maintain a detailed record of training activities.
Output 8: Provide technical advice on Standard operating procedures (SOPs) and guidelines.
Output 9: Take active part in the dissemination of SOPs, guidelines and tools developed and guide countries to adhere to WHO policy.
Output 10: Coordinate the piloting of the drivers behaviour application in selected countries in close collaboration with Fleet Forum.
Output 11: Provide technical expertise on improving efficiency and effectiveness of the fleet as well as reduce the risk associated with fleet operations and road transport.
Output 12: Develop a final report including recommendations for follow up
Job Requirements
Education: First University Degree in Business, Finance, Engineering, Procurement, Supply Chain Management, Fleet Management or in a related field.
Experience
Essential
- Minimum 5 years experience in Fleet Management and detailed knowledge of industry standards, best practice, preparedness and cost effectiveness.
- Experience within global, multicultural organizations - public, private or charity sector
Desirable
Experience or sound knowledge of WHO mandate and goals, or experience in UN organizations/agencies, international institutions or NGOs.
Skills / Technical knowledge
- Knowledge and effective use of fundamental management concepts, practices, and procedures relative to quality and productivity improvements, training, budgeting and cost control. Ability to synthesize and analyze complex information, and make clear, informed decisions.
- Excellent planning, management and coordination skills, with the ability to organize a substantial workload comprised of complex, diverse tasks and responsibilities.
- Strong communication (written and spoken), and interpersonal skills in English.
- Ability and willingness to travel if required to WHO country programs (on occasion remote and insecure) and attend external meetings.
- Excellent knowledge of Microsoft Office applications.
- General knowledge of fleet management systems and technology.
Language
- Excellent knowledge of English.
- Knowledge of Arabic will be an advantage.
