Background: Om Habibeh Foundation (OHF), an affiliate of the Aga Khan Development Network (AKDN), established in 1991, is currently implementing a long term development programme in Aswan Governorate. The programme focuses on Early Childhood Development (ECD), Civil Society Capacity Building (CSCB), Rural Development (RD), and the Continuing Education of Aswan Skills Development Project For Youth (ASDP).
The CSCB Programme is currently operating, in Aswan, a four years' project called "Improving Local Development Dynamics (ILDD)" funded by the European Commission. The overall objective of the project is to strengthen Civil Society Organizations and Local Authorities by enhancing their role and effectiveness to deliver inclusive and gender responsive development services in villages of four districts in Aswan Governorate: Aswan, Daraw, Edfu, and Kom Ombo.
Position Objective: The Gender Officer will be responsible for building upon and implementing OHF's gender equality strategy to ensure that gender equality is mainstreamed into all ILDD planning, activities, monitoring, and evaluation. The incumbent will provide guidance and recommendations that have gender lens to all the activities of ILDD Project.
Main Responsibilities: - Work with the Programme Manager to:
a) Ensure all activities will take a gender-based approach; b) Ensure that strategies and actions take into consideration gender-based needs in decision-making and resource allocation at all levels of the project cycle; c) Provide the technical support needed for the implementation; and d) Identify gender knowledge needs and gaps in ILDD Project. - Ensure that women are actively included in the activities of the project, and not disadvantaged by it.
- Ensure all data collected in the project are disaggregated by sex to identify the benefits and inequalities within targeted communities.
- Provide technical expertise in the identification of CSOs' capacity development related to gender, and in the design and delivery of a customized capacity development support package including specific technical expertise required as well as implementing and monitoring the project's activities as outlined in the annual work plan.
- Develop and implement an overall strategic action plan for gender mainstreaming of ILDD Project, in consultation with the project's stakeholders.
- Ensure clear, gender-responsive sub-project design with explanation of how the initiative will address communities' needs.
