Job Description
Purpose
As the Head of the Regional Communication Centre, you lead and oversee the provision of strategic advice and communication services on digital content creation, publishing, campaigning and marketing, as well as Arabic translation services and production and distribution of print / audio-visual / promotional products, and the efforts to scan and understand the humanitarian environment and the perception of the ICRC in the region. You lead a team of 19 communication and support staff and coordinate the centre’s support to the network of ICRC country offices, as well as communication and program specialists based in the region and at the ICR’s headquarters in Geneva.
Accountabilities & Functional responsibilities
- You lead the RCC's strategy and implementation of communication support services based on an annual planning / budgeting process and the ICRC’s regional and global operational priorities and strategies.
- You are responsible for and monitor the RCC performance indicators and budget.
- You support and supervise the various RCC teams in developing regional strategies in their respective areas of expertise.
- You are responsible for the overall editorial line of the digital engagement in Arabic alongside country delegations and in coordination with the ICRC headquarters.
- You support the digital engagement team in the development and publishing of engaging content and marketing approaches.
- You develop innovative ways of communicating with Arabic speaking audiences in the MENA region by enhancing the understanding of ICRC’s key target audiences.
- You work closely with communication teams in the different ICRC country offices in the MENA region, regularly evaluating the value provided by the RCC.
- You support and keep track of country offices’ communication strategies focusing on support related to the RCC’s expertise.
- You visit the ICRC country operations in the region when possible and oversee the organization of training and workshops by the RCC for communication specialists in the region.
- You contribute to the measurement of impact of ICRC communication efforts in MENA region.
- You implement planning tools and feedback mechanisms to further improve the RCC performance and information-sharing.
- Your actively contribute to the development of insights and expertise of the global network of Regional Communication Centers.
Job Requirements
- University degree or equivalent in a relevant field such as communications, public relations, multimedia production or digital communication management;
- Confirmed proficiency in project management, strategic planning and budget management;
- Minimum 10 years working experience in a communication related field. Preferably within the Red Cross/Red Crescent Movement, or international organizations;
- Excellent oral and written communication and negotiation skills;
- Excellent organizational skills. Ability to assess needs, set priorities and to plan, budget, manage and evaluate multiple activities under tight deadlines;
- Strong analytical skills and ability to synthesize complex information quickly;
- Comfortable working in a dynamic environment while driving multiple complex projects;
- Responsible, autonomous and reliable;
- Fluent command of written and spoken English and Arabic;
- Additional languages an asset: French;
- Familiarity with online and social media communication tools;
- Egypt resident or holder of a work permit in Egypt.
