Job Description

PROJECT BACKGROUND:

Feed the Future Egypt Rural Agribusiness Strengthening Project is a five-year USAID-funded activity, supported by the U.S. government’s Feed the Future initiative. The project aims to improve the competitiveness of Egypt’s horticulture producers and related down-stream businesses and food processors. The project promotes a more competitive and inclusive Egyptian economy through growth in selected horticultural sectors with special focus on securing employment and increasing agriculture-related incomes of smallholder farmers.

ASSIGNMENT BACKGROUND:

The Grants Program is one of the main activities of the Project. It awards grants that include approved equipment needed to implement the proposed activities by the grantees to achieve the expected grants results according to approved budget by USAID. The Grant Manager manages grants activities under the contract in accordance with USAID requirements and rules and regulation for grants. The Grants Manager will be based in Cairo and may be required to travel to Upper Egypt and the Delta if there will be a need to ensure the delivery of procured equipment to the grantees are done properly and according to the purchase orders and monitor the implementation of grants activities. 

PRINCIPAL DUTIES AND RESPONSIBILITIES:

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned by the direct supervisor.

  • Develop grant management strategies, grants administration manual, grants workplan, as well as templates/forms for the implementation of the grant’s activities.
  • Work closely with the technical team to determine grants relevant topics to be addressed in Annual Program Statement (APS) and Request for Applications (RFA).
  • Provide guidance and interpretation of policies and procedures pertaining to grants to staff and grantees.
  • Review and analyze grant applications and budget estimates for allowability, allocability, reasonableness, and consistency before submission to Grant Evaluation Committee (GEC).
  • Prepare the grants agreements with its annexes.
  • Ensure that procurement cycle, finance, logistics, and programmatic aspects of the grants’ activities are implemented on time and in compliance with USAID rules and regulations as well as Abt Associates procedures.
  • Provide guidance to grantees on how to develop implementation action plan, budget, M&E log frame, report and how to capture success stories of projects according to grants regulations and financial reporting requirements.
  • Conduct Monitoring field trips during the implementation of the grants’ projects by the grantees in coordination with the technical team and take action in case of any deviation.
  • Evaluate the achievements of the grantees according to the deliverables plans and provide them with the grants’ completion certificate.

JOB QUALIFICATIONS: The ideal candidate will have the following qualifications: 

  • Bachelor's degree in Business Administration or related field
  • 8+ years of relevant experience in managing grants activities with international organizations/firms operating in the agricultural/agribusiness development sectors.
  • Familiarity with the procurement & acquisition aspects of USAID funded projects
  • Accuracy in working with large amounts of data
  • Ability to respond effectively to time sensitive demands & inquiries
  • Demonstrated problem solving skills
  • Excellent organizational skills with a willingness to take initiative and be proactive.
  • Ability to manage and prioritize multiple tasks
  • Excellent communication skills and team player
  • Fluency in English is required
