Job Description

  • Review Instruction to Tender (ITT) documentation to ensure efficient delivery of final proposal.
  • Conduct a general overview on the contract to identify any aspects that are relevant to the cost estimation process.
  • Manage the cost estimation process through revising the civil direct costs calculated by subordinates, calculating the indirect and mark-up costs, creating a top sheet for each project.
  • Follow-up with senior tender engineers regarding compliance with, and responsiveness to, all the project requirements (specs, drawings, general conditions, etc.) to ensure that all documentation required is contained within the tender submission and/or identify missing aspects to cover, through creating an internal follow-up sheet for each project.
  • Guide senior tender engineers/ team leader in setting and planning for the sequence of work, and revise the time schedule of the project provided by the Planning and Cost Control department.
  • Coordinate with relevant departments to obtain information needed during the process of cost estimation; including the Human Resources (HR) department for salary updates as part of indirect costs’ calculation, the Planning and Cost Control department for calculating cash flow (whenever needed), and Commercial department for receiving and revising sequence of cash flow (whenever needed).
  • Coordinate with the quality manager – whenever needed– to provide an overview and a general check on the quality plan (in case of being required specifically for a project); including revising method statement, sequence of work, Inspection Test Plan (ITP), etc.
  • Assign relevant task to the Q.S team.
  • Contribute to the preparation of the monthly report presented by the Tender department through providing relevant information to the Administration Assistant regarding projects’ cost estimation schedules, projects’
  • Deputies the tender manager in pretender meeting.
  • Hold frequent internal meetings in cooperation with the Tender Manager with the relevant project team members to revise the top sheet and project requirements, discuss statuses of projects, lessons learned from previous projects, and identify problems and challenges proactively.
  • Supervise the process of liaising with the Purchasing department to get information about materials’ prices, and with the Procurement department to seek advice and feedback regarding the subcontractors to deal with.
  • Negotiate with subcontractors and suppliers, compare subcontractors’ offers, and create material acquisition plan for international projects.

Job Requirements

QUALIFICATIONS 

Education

  • Bachelor Degree in Civil (Preferable) or Architectural Engineering. 

Credentials

  • Management courses/certificates (e.g. Project Management Professional (PMP)) is a plus. Relevant Work Experience
  • Related experience in technical office is a must. (10 – 12 years)
  • On-site experience is a must.
  • Experience in cost estimation and analysis, and in the interpretation of tender documents.
