Job Description

Execute administrative tasks and do follow up of coordination and projects expatriates visa and work permit according to the line manager’s instructions and MSF procedures, in order to ensure legal compliance and keep a strict control over all the process.

Give support on external administrative work and to the coordination team in facilitating  working/travel movements , as well as all other task requested by the necessity of work.

Account abilities:

  • Execute administrative and legal related tasks, under supervision of the Personal Administration Manager , checking payroll calculations and updating personal files in order to ensure accuracy, compliance and on time payments.
  • Prepare employment contracts in conformity with legal requirements including specific amendments when necessary in order to ensure local labor and fiscal law compliance.
  • Enter data into the HR database (Homere) and personal files and keep them up-to-date in order to facilitate HR processes management.
  • Update Social security/ Tax office employee files in order to meet legal requirements and duties.
  • Draw up monthly pay slips for all staff, editing and updating the necessary data, in order to ensure the punctuality and accuracy of staff payroll.
  • Draw up the final pay slip and employment certificate at the end of a contract in order to meet legal requirements while defending MSF’s interests.
  • Follow up Rental for all premises including the coordination office and make sure renewal and payment are done in time
  • Assist the Personal administration manager in the prevision of monthly treasury and planning in order to ensure the coverage of daily needs, advances on salaries, payroll, etc.
  • Make all administrative information available to the staff (posting, meetings, information related to their employment status etc.)
  • Support the Personal Administration Manager in translating documents into local language. Assists the Personal Administration Manager in meetings, upon request.
  • Prepare expats Monthly perdiems and allowance sheet
  • Manage guest houses needs and follow-up with the Logistics teams for house maintenance and supply orders.
  • Manage coordination Stationary and Tea break
  • Assist the  Coordination team  in all related recruitment process
  • Assisting Personal Administration Manger in planning and organizing all work related events. (Annual gatherings, ARO, Team buildings)
  • Follow-up staff leaves balances and keeping accurate records of it.
  • Ensure that all sick leaves and absence are correctly encoded in Homere and the Personal Administration Manager is informed of any abuse
  • The HR assistant is the first contact person for all new arrival (national and international staff) in the mission
  • The HR assistant organize all briefing and debriefing for all new arrival
  • The HR assistant organize a systematic exit interview for all coordination national staff leaving the mission
  • The HR assistant is responsible for the filling (soft and hard) of administrative documents including staff files

MSF Section/Context Specific Accountabilities

In addition to these main accountabilities, the HR/Admin Assistant in the Egypt Mission is responsible to :

  • Insure the visa process is done on time, for all requests and renewals
  • Insure the visa process follow up and keep inform the HRCo, the PAM and the Admin Managers in the projects
  • Work closely with the PAM in coordination to facilitate the work permit obtentions.
  • Insure the delivery of official documents on PAM’s request, with HRCo’s validation
  • Work closely with the HRCO to plan the movements from / to the airport for Expatriates and visitors
  • Insure the movements are coordinate with the Log department from/to the Airport
  • Deliver the movements follow up to the HRCo and the PAM .

Job Requirements

Education

  • Desirable business or administration related diploma.

Experience

  • Previous working experience of at least one year in relevant jobs and fresh graduated is encourage to apply.
  • Desirable experience in MSF or other NGOs in developing countries
  • Motivation letter is  a must. Application without it will not be considered

Languages

  • English as the mission working language (Written and Spoken)

Knowledge

  • Strong Computer skills
  • Strong communication and organizational skill.
