Job Description

Summary of Position:

JSI defines SI as evidence-based data that is curated and packaged for use by internal and external stakeholders to further program objectives. To ensure that the portfolio of SEFPP’s activities contributes to achieving results and strengthens the national family planning program, the SI Director will provide high quality technical assistance to the SEFPP team, implementing partners, GOE counterparts, and other stakeholders in the conceptualization, development, and implementation of SI system. The SI Director will lead the SI Unit and provide overall management for all its activities. S/he will provide oversight to the Monitoring and Evaluation Manager (M&E), Applied Learning Officer, Data Entry Clerk, HMIS Manager, Commodity Security Manager, Implementation Manger, Data Officer and Support Officer to curate evidence for SI initiatives. S/he will ensure accurate data analyses and reports are conceptualized and generated to inform program and national dialogue and coordinate with external partners to promote SEFPP’s SI agenda. S/he will coordinate technical collaboration with the Population Council, with supervision by the SEFPP Deputy Chief of Party (DCOP). S/he will also regularly coordinate and communicate with the JSI backstopping Senior Advisor assigned to the SI Unit Director. 

Key Responsibilities:

  • Develop and lead SEFPP’s SI strategy and guide the data generated to ensure it informs program objectives.
  • Develop the program Learning Agenda and oversee compliance with Protecting Life in Global Health Assistance.
  • Coordinate and supervise the SI Unit staff (M&E Manager, Applied Learning Officer, and Data Entry Clerk, Commodity Security Manager, Data Officer, HMIS Manager and Implementation Manager) to ensure quality, timeliness, and efficiency of tasks according to the work plan.
  • Ensure correct and timely tracking of program achievements in accordance with USAID and SEFPP monitoring requirements.
  • Serve as SEFPP’s focal point for SI and liaise closely with all units within the SEFPP team to ensure a common understanding and consistency in the SI approach, and build the capacity of SEFPP staff in SI.
  • Coordinate consultants as needed to support the work and special activities undertaken by the SI Unit and in consultation with the Deputy Chief of Party and Chief of Party.
  • Participate in national and international forums to ensure effective exchange of SI and liaise with partners, donors, sub-grantees, and other stakeholders about SEFPP’s performance data and lessons learned.
  • Keep abreast of literature and latest developments in FP and SI programming and of relevant legislation and activities of government bodies to incorporate cutting-edge approaches and methodologies into project SI work.
  • Conduct field visits as needed/appropriate to observe, monitor, and provide guidance and quality feedback on the SEFPP collection and use of data for program purposes.
  • Ensure the Commodity Security Manager successfully coordinates and provides technical assistance to the MOHP/FP Sector to develop sound logistics practices/ LMIS, build skills in forecasting demand and developing and monitoring supply plans, and to improving contraceptive security.
  • Perform other duties as assigned.

Job Requirements

  • PhD degree in public health or related with a minimum of ten years of experience in international donor funded projects, preferably including experience in USAID-funded projects.
  • Ability to conceptualize and translate abstract concepts, ideas, and procedures into non-technical explanations and recommendations.
  • Experience managing data, information, and evaluations on large-scale health or FP activities. 
  • Advanced knowledge of data quality assurance, analysis, reporting, and best practices in data dissemination and data use.
  • Detail- and results-oriented person with the ability to work independently and organize multiple tasks, people, and responsibilities under time constraints.
  • Excellent interpersonal and communication skills, demonstrated ability to work effectively as a member of a diverse team of professionals, consensus-building skills.
  • Excellent written and oral communication skills in English and Arabic required.
  • Computer skills are essential; experience in statistical analysis (Stata) preferred. 
  • Ability and willingness to travel locally to governorates and slum areas.
