Job Description

The Senior Implementation Officer is a full-time position that reports to the Senior project  Manager on all programmatic aspects of his/her employment, including but not limited to job description, duties, qualifications, working environment, and performance. The Senior Implementation Officer is based in Cairo, Minya and Aswan.

This position will interact with Different contractors’ technical team and Grantees, Private Sector owners and teams. He / She may travel to Project defined governorates.

Responsibilities:

Under the overall supervision of the Senior Project Manager: 

  • Responsible to manage the implementation of the project including the selection process, proposals evaluation, contracting, implementation support
  • Participate in monitoring the implementation of projects through field visits to the governorates.
  • Review project data entered by project management units and ensure their compatibility with monthly reports.
  • Develop and execute all the technical periodical reports
  • Prepare short policy and results briefs to ensure lessons learned from the projects 
  • Assist in preparing and designing the operational plans including the objectives and strategies taken and the needed resources to implement these plans
  • Monitor the internal and external audit comments and remarks and ensure that correction actions have been taken.
  • Ensure operational and administration functions, processes, and system implementation in field offices are in-line with KFW/EU guidelines and policies. 
  • Under the supervision of the senior project Manager and the technical team, responsible for the implementation of local activities in targeted governorates. 
  • Liaise with contractors, grantees, and private sector partners to ensure effective planning of all field activities. 
  • Provide oversight of local partners and sub-grants activities and grants. 
  • Plan local activities and ensure compliance with KFW/EU rules and regulations. 
  • Support in project database based on KFW/EU regulations and management as well as all relevant requirements and logistics for local training activities. 
  • Maintain training and events databases of participants and documentation. 
  • Coordinate with finance and accounting teams on all issues related to field activities budgets, expenditures, and overall costing - as directed by the Senior Project Manager.
  • Oversee the activities with partners in the defined governorates on the implementation of the identified interventions.
  • Identify constraints and recommend corrective action.
  • Coordinate with government and Implementing partners when needed, to ensure implementation of activities.
  • Review and submit all requests for new activities related to all interventions for defined governorates.
  • Participate in meetings and provide feedback on bottlenecks & constrains and work related with all parties.
  • Analyze and report on progress in implementation of project`s activities by different partners in terms of achieving results and using existing monitoring and evaluation tools.
  • Provide necessary information for resource mobilization efforts when needed.
  • Prepare documentation, briefs and stories on activities.
  • Build and maintain strong networks from government, civil society, and non-government and development actors.
  • Carries out any other responsibility given by the Senior project manager and/or the employer

Job Requirements

  • Bachelor’s degree in civil engineering or architecture or in business studies or related field..
  • 5+ years' total experience in implementing and executing construction projects.
  • At least 3 years’ experience in office management, activity implementation, administration and managing development projects.
  • Experience in EU-funded projects is highly preferred
  • Skill in composing, editing, and proofreading written materials. 
  • Skill in organizing and coordinating. 
  • Skill in establishing and maintaining effective working relationships.
  • Familiarity with the procedures and regulations for tenders and procurement in accordance with Egyptian laws and regulations, preferably those with knowledge of contracting procedures for donors.

  • Excellent knowledge in using Microsoft office
  • Excellent in English language.
  • Must be well organized, self-starter with attention to detail.

  • Ability to travel to project defined governorates as needed.
  • Understanding of Human Rights.
  • Knowledge and understanding on quality of care, specifically labor rights.
  • Field experience is strongly desirable - Strong record of accomplishment of technical leadership, and proven ability to produce demonstrable results.
  • Familiarity with Information Communication and Technology/Enterprise.
  • Prior experience in the EU-funded projects will be a strong asset.
