Job Description

  • PURPOSE 
  • The PFL Field Officer is an active member of the provision of PFL services to migrants aiming at restoring and maintaining family links with family members after separation occurred on the migration road from the country of origin to Egypt or from Egypt to Libya/Europe. She/he plays a key role in the implementation of the strengthened technical and methodological frame, exploration of means of tracing being the most relevant, efficient and cost-effective for the Egyptian context, and entire revision of the active tracing caseload to ensure that each and every case gathers the highest possible level of quality-information potentially leading to successful tracing.
  • GENERAL DUTIES
  • Understands and adheres to the seven Fundamental Principles of the International Red Cross and Red Crescent Movement
  • Understands and adheres to the ICRC Code of Conduct
  • Understands the roles of the components of the International Red Cross and Red Crescent Movement
  • Respects and observes staff regulations and security rules at all times
  • Represents the ICRC in a professional manner at all times
  • Develops and maintains a pleasant and conducive working environment with colleagues and line managers
  • Performs all duties with the highest level of confidentiality in the interest of the employees and the ICRC
  • May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary

ACCOUNTABILITIES AND RESPONSIBILITIES

  • Contributes to the reception of visitors/calls and uses the dedicated tracking tool to carefully record in a standard way the action taken for each visit/call
  • Conducts under guidance of her/his line manager thorough PFL interviews to precisely identify which action could be taken by ICRC (according to criteria/guidelines) or any other humanitarian organization (according to referral pathway) and carefully explains the ICRC mandate, scope of services and limitations in order to properly manage expectations
  • Provides under guidance of her/his line manager relevant orientations and ensure timely referrals when needs are outside of ICRC scope of services.
  • Registers under guidance of her/his line manager new cases and revise active ones by using relevant methodological tips (WHAT? HOW? WHEN? WHO? WHERE?) and documentary resources (maps, factsheets, reports, etc.) in order to collect highly qualitative information (substance + accuracy + exhaustivity) maximizing the chances to have positive tracing in Egypt or other countries of tracing (without many backs and forth)
  • Drafts under guidance of her/his line manager emails of cases newly registered or revised to other ICRC Delegations and National Societies by using a case summary sheet highlighting key information and attaching any documentary resources relevant for the process of tracing
  • Ensures under guidance of her/his line manager a tight follow-up of active cases according to indicators being relevant for prioritization of follow-up and flagging next actions to be taken
  • Ensure under guidance of her/his line manager a compliant data entry in Prot6 and physical filing of all cases registered or followed-up
  • Supports her/his line manager in updating the EPMT database and generating monthly statistics report (MSR)
  • Supports her/his line manager in the treatment of detention-related RCMs and Salamats
  • Supports her/his line manager in the management of external partnerships
  • Contributes to any other PFL activities to support other colleagues when needed (facilitation of phone calls, issuance of Travel Documents, dissemination sessions etc.)

Job Requirements

  • High school qualifications, vocational training or professional diploma
  • Previous experience as a social worker or in a similar field is an asset
  • Full command of spoken and written English and Arabic
  • Full command of basic IT skills
