SITUATION IN ORGANIZATIONManager N+1: Ruya Batch 1 Project ManagerDURATION36 monthsACCOUNTABILITIESPackage Manager is responsible for project managing the allocated EPCIC Execution Scope Packages as highlighted in Job Dimension which will be executed between Q2 2024 and Q2 2026 whereby FEED is completed and the route to FID in Q2 2024 to achieve Execute award mid 2024 and management thereafter of 3 EPCIC’s thereafter.He/ She will manage all activities concerning the Package CFT completion, execution, implementation up to and including transfer to Operations. During the Package execution he will manage dedicated teams to cover all the phases of package activities, namely Onshore, Subsea and Platforms based scopes.For development of HSE culture on the Packages through all phases of EPCIC,For development and implementation of a Package organization for smooth Project development and technical coordination,For proper interface with other entities to properly and timely define the integration projects scope of works,For management of the Packages in accordance with statement of requirements, NOC specifications and contractual requirements,For delivery of high-quality DETAILED engineering dossier future EPCIC phase,For fit-for-purpose design by Contractors that is constructible and that fulfils operational requirements and has low maintenance and running costs,For execution of EPCIC in line with HSE, cost, planning and QA/QC objectives,For contract management with EPCIC regarding technical matters. Commercial and contractual matters assistance in close coordination with Phase 3.1 Project ManagerFor planning and formal requesting for internal technical reviews (Project technical reviews, SPOT, etc.) applicable during FEED, EPC and startup phases,For Project progress control (technical, schedule) and that the Project is executed in accordance with the organization’s safety regulations, with quality conformance and delivered within schedule,For smooth and timely transfer of installation to the operationsACTIVITIESTo promote & comply with applicable safety instructions and other NOC HSE procedures in all activities,To carry out work in compliance with NOC values and policies, relevant laws and regulations, agreed NOC priorities and objectives, NOC standards and procedures and good industry practices,To treat all information obtained during course of the work with confidentiality,To mobilize, organize and manage the teams required to carry out the work and define authority and responsibilities for each member of Package team,To establish a multidisciplinary team of Project Engineers, Technical specialists, contracts cost control and, discipline Engineers, Construction, managers and field engineers, Risk, HSE and QA-QC reps and manage a team which is highly motivated and works diligently to meet the Package requirements, Use of cross project team members in matrix format is paramount to the project successTo establish lean management system in the Package organization through training, deployment of lean tools and delivery of results,To define the Package budget and Work Time Schedule with objective to reduce the costs and optimize the duration and to ensure compliance with these up to Project Close-out,To keep management and shareholders regularly and properly informed on Package schedule with forecast for the Project completion through an efficient reporting system,To interface with Field Operations team members in developing SIMOPS, tie-ins and shutdown scope, philosophy and schedule for the site activities - new cable interface / installation, hookup, commissioning and integration works,To interface with Phase 3.1 other Packages and with NOC stakeholders for offshore works, and with 3rd parties for CXings / RLIC approvals etcTo manage assistance from shareholder specialists (remote head office), when required during all phases,To define the Project contracting strategy and procurement (LLI) strategies if applicable,To manage launch EPCIC tenders from preparation of contracting strategy, CFT and bid evaluations including to manage the technical and commercial analysis of offers for contractor selection for EPC,To fully be responsible and Project Manager to compile dossier and make presentation to obtain all necessary internal (validation committees TIF, TAC, CPC, CPAC) and external (Shareholders) approvals for Project contract awards,To fully be accountable for the timely approval from Government organisations [Qatar Energy/RLIC, MOECC etc] and 3rd parties crossings for all onshore, subsea and municipality based scopesTo ensure timely finalization of legal agreements with third parties and contractual documents and contract in readiness for award for EPCIC,To manage Detail Engineering and Construction Works progress including follow-up of engineering and vendor documentation reviews to ensure compliance with design dossier, SOR, Company specifications, Corporate standard and HSE regulation, international codes and classification society rules,To promote value engineering post FEED in the facility design with objective to reduce Project capital and life cycle costs,To ensure, in collaboration with Engineering Manager that engineering deliverables produced by EPC contractors are properly assigned to and reviewed by appropriately qualified Project personnel within the specified time period,To supervision, control, review and co-ordination of EPC development in compliance with project specifications and procedures, NOC specifications, with respect of cost, schedule and applicable level of quality and safety,To ensure EPC contract management with regards to all technical, commercial and contractual issues arising during Package execution and liaise with Phase 3.1 Project Manager on regular basis on that matters,To encourage identification of any optimization / improvement in the design dossier to be implemented in the early stage of concept design,To ensure that the design of the Packages meets all statutory host country and, where applicable, international requirements,To ensure that contractor queries are reviewed and responded to in a timely manner,To ensure implementation of the design change process,To manage potential deviations from the NOC referential with the Engineering Manager for final decision on whether or not to implement,To schedule and organize HAZID/ HAZOP/ Project Technical reviews sessions with NOC, Contractors and vendors teams, ensure all necessary technical reviews are planned and executed, and actions closed out in a systematic manner,To ensure engineering support to construction and commissioning teams until handover to operations,To promote alternatives solutions to reduce and to optimise the duration for offshore installations, brownfield works and integration with existing facilities,To ensure close coordination within team on all engineering, constructability and operational matters,To ensure that relevant feedback from previous similar projects are considered project works performance,To setup and manage weekly and monthly meetings with Contractors, and call specific ad hoc meetings as required,To ensure Company participation in equipment FAT, SAT and other inspections at site/vendor premises as requiredTo participate on follow up on the Project progress and risk reporting,To issue timely reply to various correspondences and issue correspondences on company concerns as required,To manage timely handover of completed projects to Operations,To manage project close out of the assigned Packages from CFT, Detail Engineering, Commissioning, performance tests completion, settlement of any claims, execution of close out certificates including for warranty period commencement, transfer and archiving of final documentations and issuance of close out reports, To carry out any other duty or task that may be assigned by hierarchical superiors.CONTEXT AND ENVIRONMENTInterfacing with other entities to properly and timely define the integration projects scope of works.Major Projects involve the development of new offshore platforms bridge linked to the existing facilities, installation of subsea pipelines. All these activities could be executed across several international sites. Projects will require complex interfaces with other entities of NOC.EPCIC execution shall take place at Contractor premises,Possibility of multiple worldwide missions or relocations to follow-up engineering development and EPC execution with various contractors.QUALIFICATIONS & EXPERIENCE REQUIREDQualification: Bachelor’s degree or equivalent in engineeringExperience: At least 15 years’ experience in the offshore oil & gas project with minimum 5 years’ experience as Project Engineer.Experience within a project team: At least 10 years’ experience at senior level within large multinational taskforce team environment.Experience in offshore facilities at EPCIC EXECUTION level is required coupled with conceptual and FEED stage is preferred.Available for technical missions worldwideFamiliar with Total General Specifications, MANASA, ex- MOQ standards and relevant codes and standards.Language: Fluent EnglishComputer literateStrong leadership skills and good communication skills,Ability to work on projects in a complex and multicultural environment,Good analytical skills,H2S OPITO and T-BOSIET trainings.
