Job Description

In June 2022, the EU and UNESCO signed a new partnership agreement for the employment of youth and women through heritage and culture in Yemen. The overall aim of the project is to contribute to improving livelihood opportunities for women and youth in Yemen through the creation of employment opportunities in heritage rehabilitation and the Cultural and Creative Industries (CCI). Employment opportunities will be generated through the rehabilitation of historic urban centers in different governorates, and support to small and medium enterprises and CSOs active in various sectors of the CCI.
By creating jobs in the rehabilitation of built cultural heritage and the CCI, the proposed intervention will reach young people and contribute to peacebuilding. The youth are societal actors that have the potential to engage in and lead actions that promote peace and sustainable development in their communities. Through the promotion of arts and culture, the project will play an important role in restoring cultural identity, contributing to peacebuilding and recovery, as well as rebuild trust in local communities.
The specific objectives of the project, include:
- (i) to provide economic relief to local women and youth in communities through cash-for-work schemes, supporting at least 6.000 vulnerable low-income youth employed in cultural heritage rehabilitation in urban and rural areas across different Governorates.
- (ii) to support sustainable cultural entrepreneurship, building the professional capacities of CSOs, providing employment opportunities for 800 youth and engaging more than 2000 young culture practitioners in cultural activities, while also reinforcing social cohesion and dialogue.
- (iii) to raise awareness on the untapped role of youth for heritage protection and employment in the CCI, as a confidence-building measure for peacebuilding.

MAJOR DUTIES AND RESPONSIBILITIES



The Monitoring and Evaluation Specialist will be responsible for the design, coordination, and initial implementation of the monitoring and evaluation, research, and learning framework of the project. He/she will develop a systematic monitoring framework to improve the qualitative and quantitative data gathered through the project.
Under the overall authority of the Director of UNESCO GCC and Yemen Office, the guidance of the CLT Programme Specialist, and the direct supervision of the Project Manager based in Doha, in close consultation with the UNESCO project team in Yemen and Doha, the Monitoring and Evaluation Specialist will be responsible for the following duties:
Develop a Monitoring and Evaluation strategy/plan, together with associated Monitoring and Evaluation tools and templates for the EU-funded project in the field of culture and economic resilience, taking into consideration the existing log frame and project indicators. Consult with UNESCO’s team in Doha and in Yemen, and with implementing partners in Yemen to harmonize data collection, analysis, and reporting to UNESCO’s online data management system. Design and programme an interactive multi-user online data management system (open source) that allows offline data collection and analysis to monitor the implementation of the different outcomes of the project. The system shall include different levels of analysis through an interactive dashboard.
Once established, provide induction support and capacity building for the UNESCO project team members in Doha and in Yemen on the newly developed strategy and tools, to ensure that team members are able to contribute to and access the different tools.

REQUIRED QUALIFICATIONS



Education:



Master's Degree in a development-related field, i.e., International Relations, Statistics, Economics, Finance, Social Sciences, Public Administration, or relevant discipline, with 4 years of relevant work experience Bachelor’s Degree in a development-related field, i.e., International Relations, Statistics, Economics, Finance, Social Sciences, Public Administration, or relevant discipline, with 6 years of relevant work experience

Professional Experience:



Experience in designing and implementing M&E strategy and tools relevant to international development operations. Experience in designing, programming, and deployment of data management systems for M&E purposes. Work experience in the UN System and knowledge of the Yemen context are desirable.

Language:



Excellent knowledge of the English Language (both written and spoken).

DESIRABLE QUALIFICATIONS



Language:
* Good knowledge of the Arabic language will be an advantage.
