PROJECT BACKGROUND:

Feed the Future Egypt Rural Agribusiness Strengthening Project (“the Project”) is a five-year USAID-funded activity, supported by the U.S. government’s Feed the Future initiative. The Project aims to improve the competitiveness of Egypt’s horticulture producers and related down-stream businesses and food processors. The Project promotes a more competitive and inclusive Egyptian economy through growth in selected horticultural sectors with special focus on securing employment and increasing agriculture-related incomes of smallholder farmers. The Project works in greater Cairo, Upper Egypt, and the Nile Delta, through three strategic regional offices in Luxor, Minya and Gharbia, in addition to the main office in Cairo. The Project’s implementation period is from August 1, 2018 to July 31, 2023

ASSIGNMENT BACKGROUND

The grants program is one of the main activities of the Project.   The grants consultant will work alongside project staff, including the Operations Director and technical staff, to support the Project’s grants program.

ASSIGNMENT DURATION: Maximum of 41 days during 16 Feb 2023 through 30 June 2023

PRINCIPLE DUTIES AND RESPONSIBILITIES

Fixed Amount Award Grants 

The Project is launching an agri-loan revolving grant fund designed to motivate qualified financial institutions to increase their agricultural finance portfolio.  The consultant will undertake the following tasks:

  1. Working with the technical lead, Operations Director and Abt’s home office, the consultant will prepare documents for each approved applicant, including the Negotiation Memo, Program Statement, and Grant Summary.  Documents for multiple proposed grants will be submitted for client approval.
  2. To prepare the grant documents, the consultant will review grant applications and other files as well as emails pertaining to the grant process.
  3. Consultant will respond to questions on the grant documents from reviewers including Project staff and Abt’s home office staff in order to finalize them for submission. 
  4. In-Kind Grants

The Project has four current in-kind grants to organizations in Minya, Assiut, and Luxor. The consultant will assist with the following tasks:

  1. Reporting 
    1. Obtain quarterly reports and any other deliverables required by grant agreements from all grantees. Review reports and ensure that the deliverables meet the grant agreement requirements.
    2. As part of the above quarterly reports, ensure reports include detailed reporting and back-up documentation on grantee financial contributions.
  2. Environmental Assessments – coordinate with the designated project staff (the Field Coordinator) to conduct quarterly visits to grantees to ensure they are following the Environmental Mitigation and Monitoring Plan (EMMP) for grant activities. 
  3. Other oversight of grantees, as needed.

The consultant may be required to make several trips to the field in different governorates. 

DELIVERABLES:

  • Monthly report summarizing the above tasks completed in the period.

Job Requirements

The ideal candidate will have the following qualifications: 

  • Bachelor’s degree (preferably Master’s degree)
  • 5 years of experience working on grants programs in Egypt is required. 
  • Experience managing grant programs on USAID-funded projects in Egypt is strongly preferred. 
  • Excellent written and spoken English.
  • Strong communication and report writing skills (English and Arabic).
