Your Opportunity  

We are looking for an Airspace & Procedure Design Specialist to design and maintain visual and instrument flight procedures, ensuring adherence to international standards described in ICAO (PANS-OPS) and Annex 4 and UAE regulations.

An ideal candidate will be responsible to prepare submissions for regulatory approval and the Aeronautical Information Publication (AIP) and conduct aeronautical studies, obstacle assessments, and generate technical reports to support safe and efficient airspace utilization.

This role is part of the Air Traffic Development in Dubai Air Navigation Services (DANS). DANS provides air navigation services at four airports in the UAE, one of which is the world's busiest airport for international passengers, where their mission is to empower and develop all their people in delivering world-leading air navigation services that exceed every standard, assure their customers, and shape global innovation.

Key Accountabilities 

• Design flight procedures in compliance with applicable ICAO standards / documents, recommended practices, procedures, guidance material and relevant UAE regulations.
• Stakeholder Engagement: Engage with relevant internal and external stakeholders (e.g., air traffic controllers, airlines, regulatory bodies) during flight procedures design process.
• Aeronautical charting: Develop, edit, and modify aeronautical charts for the designed flight procedures in compliance with applicable ICAO standards / documents, recommended practices, procedures, guidance material and relevant UAE regulations.
• Aviation Safety: Engage with the Safety Department to identify and address potential safety risks, inefficiencies, and environmental impacts within designed procedures and airspace.
• Policies, Systems, Processes & Procedures: Contribute to departmental excellence, recommend improvements to the policies, ensuring they meet all legal and procedural requirements. Assist in implementing new procedures, balancing quality service for our customers with cost-effectivenes

Specific Requirements 

• Minimum of five years of experience as a procedure designer, applying ICAO PANS-OPS design criteria, Performance Based Navigation (PBN) concepts, and airspace design principles.
  Current involvement in the day-to-day flight procedures design and obstacle assessment.
• Proficiency in using flight procedure design software, preferably FPDAM and CAD software, preferably Microstation

  Successful completion of approved PANS-OPS flight procedures design and advanced courses and refresher courses in last three years.

  
  

• In-depth understanding of ICAO Standards and Recommended Practices (SARPs) and Procedures for Air Navigation Services (PANS).

  
  

  Experience in the application and evaluation of Annex 14 Obstacle Limitation Surfaces (OLS) is desirable
