Job Description

Within the Program Year (4), there are several important activities that SEFPP is engaged in to achieve desired outcomes and goals. The purpose of this consultancy is to

  • Develop and launch a 2-year National Population SBCC strategy that supports the achievement of the 2015-2030 National Population Strategic objectives, through supporting NPC to conduct a scientifically sound behavioral segmentation analysis and coordinate between the relevant ministries to develop an evidence-based participatory SBCC strategy in a systematic way.
  • Help in evolving new SBCC’s strategy 2021-2023 to be aligned with National’s population council agenda by engaging key stakeholders like (Central agency for public mobilization and statistics/State of information service/Supreme Media regulatory council, etc.) Afterward, we can test the new strategy with other stakeholders like the Ministry of social solidarity and the FP sector in MOHP. And finally, defining the activities we agreed on & start creating an action plan.
  • Raise awareness on and advocacy for certain FP topics, develop FP messages based on behavior segmentation, tackle the population issue from a more developmental perspective through highlighting the challenges and opportunities facing the health and population sector, create a link, and build trust between NPC & the media.

Consultant Tasks and Duties  

  • Conduct roundtable discussions with key stakeholders to get their buy-in in the strategy;
  • Develop population and FP/RH messages based on behavior segmentation, taking into consideration all available communication channels;
  • Tailor each targeted behavioral segment while also maintaining a flexible and targeted approach that can adapt to new media and changes in the behavioral and demographic landscapes;
  • Support NPC in using the latest innovations in behavior segmentation, to rigorously quantify the impact of the proposed interventions on behaviors and scale only those that prove most promising, thus mitigating the risk of rolling out less impactful interventions;
  • Tailor interventions - messages and materials – to be pre-tested with the targeted behavioral segments prior to launch to ensure maximum impact and cost-effectiveness;
  • Develop guidelines on how to lead group discussions for key influencers to better understand the country’s population policy and how they can use their influence in shifting the mindset within their communities;
  • Responsible for the launching event of the National Population SBCC strategy 2021-2022;
  • Organize and facilitate a high-level presidential conference attended by the ministers of the relevant ministries, media figures, parliamentarians, policy and decision-makers, government officials, and key influencers to launch the National Population SBCC strategy 2021-2023, strategic plan, and M&E framework

Job Requirements

  • Bachelor’s degree in mass communication, media or related field.
  • 15+ years of experience in working in media or with media professionals.
  • Previous experience in presenting, moderating and reporting on public sessions.
  • Have a strong and wide network and connection with media, key influencers and social leaders.
  • Strong written and verbal communication skills in both Arabic & English language.
  • Ability to develop professional materials in both Arabic & English language.
  • Ability to moderate and facilitate workshops & meetings.
  • Previous experience in working with international organizations is an asset.
  • Previous experience in working with MOHP or NPC or FP issues is a plus.
