Job Description

Job Purpose
 

To oversee the implementation of the Municipality’s strategic plan by establishing and activating the Performance Delivery and Decision Support Office, ensuring coordination among different departments, and achieving strategic objectives in alignment with the Ministry’s targets.

Duties and Responsibilities

  • Act as the primary person responsible for the project and oversee the establishment and activation of the Performance Delivery and Decision Support Office within the Municipality.
  • Monitor the implementation of the strategic plan within the designated timeframe.
  • Propose development projects to implement the Municipality’s strategic plan.
  • Follow up with agencies, departments, and municipalities in preparing their strategic plans, ensuring alignment with the Municipality’s strategic plan, and providing support.
  • Conduct studies required for the implementation of the strategic plan.
  • Supervise internal and external strategic analysis processes to help shape the Municipality’s vision and strategy.
  • Develop and design initiatives and programs to achieve strategic goals, determine their indicators, requirements, and needed resources, and monitor their implementation.
  • Prepare, update, and improve executive plans for strategic programs.
  • Prepare, review, and update targets for plans and programs in line with the Ministry’s objectives.
  • Support the Municipality’s efforts to achieve strategic program goals and ensure implementation of associated plans and programs.
  • Work to achieve the Municipality’s contributions to strategic programs, initiatives, and outcomes through study, evaluation, and development.
  • Identify gaps in the execution of strategic programs, initiatives, and outcomes, evaluate targets, and recommend mechanisms to improve operations and enhance institutional excellence in line with Ministry goals.
  • Provide technical support to committees related to the strategic plan.
  • Collect and analyze data and information relevant to the implementation of the strategic plan.
  • Conduct workshops or activities that assist agencies and municipalities in developing their strategic programs and initiatives.
  • Develop monitoring models for the implementation plans of the Municipality’s strategic programs and initiatives and manage the interactive performance dashboard.
  • Prepare periodic progress reports on the project’s activities.
  • Study and discuss matters referred to the office by the decision-maker within the Municipality.
     

Job Requirements

Educational Qualifications
PhD or Master’s degree in Management

Years of Experience
At least 7 years of experience in strategic planning and institutional development
