Job Summary

The Unit Support Officer is a full-time position based in the Cairo office. S/he will provide technical and administrative support to the Policy, Partnerships and Outreach (PPO) Unit; conduct Policy research and analysis, organize advocacy meetings and events, technical and logistical support for all meetings, trainings and workshops (physical and virtual) for the PPO Unit; and data entry support for all project documentation and databases. Understanding of data confidentiality principles is compulsory. S/he will report to the PPO Director.

Primary Responsibilities and Duties

  • Provide technical support to PPO Unit Director in the implementation of SEFPP work plan with the Ministry of Health and Population (MOHP) and the National Population Council (NPC).
  • Assist PPO Director in the establishment of a policy unit at the NPC.
  • Review current research and studies related to population and development (through a desk review, round-table discussions with key stakeholders, focus groups, and other gap analysis methods) and provide a summary report;
  • Assist assessing current policy gaps in population and family planning, identify priorities, and develop and implement an advocacy strategy and plan for strengthening current and planned population and family planning policy initiatives;
  • Assist the PPO Director in developing an Advocacy plan that supports an enabling environment for Population and Family Planning that includes (advocacy objectives, target audience, stakeholders’ responsibilities, etc.);
  • Assist the PPO edit and develop different types of publications such as (policy briefs or technical, and knowledge briefs, fact sheets, press releases, brochures, posters...etc.) and other policy and communication materials produced by PPO unit;
  • Assist the PPO design a dissemination strategy with key stakeholders and policy makers;
  • Assist PPO Unit Director in reviewing the National Population Strategy 2015-2030, and evaluate and assess the strategy and its executive population plans to produce a summary report with recommendations;
  • Assist PPO Unit Director and the National Population Council (NPC) in developing the New National Population Strategy 2020-2030.
  • Identify the key stakeholders and policy makers able to influence policy change, organize advocacy events to raise their awareness of the use of data to support Egypt’s FP program, and support activities to promote FP dialogue in different media platforms.
  • Provide administrative support to PPO Unit Director in handling office correspondence, writing and editing reports, and presentations, photocopying, filing, arranging appointments, and other administrative support functions as assigned.
  • Schedule appointments and meetings for the PPO Unit, including updating the PPO Unit calendar on the google drive and Click-up system to ensure best coordination among SEFPP units.
  • Provide support to document reviewing, photocopy trip reports and prepare report
  • and other deliverables to ensure they are ready on time for PPO unit.
  • Take meeting minutes and circulate notes and/or action items after meetings.
  • Provide support to organize the logistics for workshops and training sessions taking place inside and/or outside Cairo, i.e. support preparation of activities checklist and budget, prepare/print materials, support the agenda preparation, reserve required equipment, liaise with the support service unit for travel arrangements; and distribute allowances to participants and ensure vouchers are photocopied and filed as well as required signature and documentation are available
  • The PPO Unit Support officer should have access to internet and email, and be competent in using a variety of electronic communication methods (e.g. Skype, Zoom, Google Hangouts, others) given the current situation for social distancing and stay-at-home regulations due to COVID-19.
  • The PPO Unit Support officer should be able to Organize webinars, on-line trainings, and manage on-line platform discussions as an alternative and in lieu for physical meetings due to the current situation of COVID-19.
  • The PPO Unit Support officer should be able to Draft SOWs for NPC Consultants working through PPO unit and follow-up on their payments and deliverables in addition to Follow-up with employees regarding outstanding advance accounts, Receive and review all vouchers related to meetings, training sessions and workshops as well as unit team members’ expense reports and ensure that all supported documentation and necessary approvals are available before submission to accounting to process payment.
  • Translate minor documents from Arabic to English and vice versa.
  • Other duties as assigned by the PPO Director within the capacity of his/her field of profession.

Job Requirements

  • Bachelor degree is required.
  • Minimum of 3  years work experience in technical and administrative/ program support functions with government entities; international development entities; additional computer training or certification is an asset.
  • Experience with drafting literature reviews, background papers, policy briefs and researching diverse topics and presenting results of the research.
  • Experience with MS Office, Excel and data programs.
  • Familiarity with administrative duties.
  • Excellent typing speed and accuracy.
  • Excellent knowledge of correct spelling, grammar, and punctuation.
  • Highly organized with attention to detail and ability to stay focused on assigned tasks.
  • Computer and graphics skills a must (Word, Excel, PowerPoint, other data visualization tools).
  • Ability to work independently.
  • Ability to work well with a diverse team.
  • Written and spoken English and Arabic required.
  • Master’s degree in business administration, public policy, development studies or a closely related field is desirable.
