Position Location: Cairo, Egypt

Reporting and Supervision: The employee will dually report to the AMIDEAST Country Director and the WISE Senior Director responsible for the Enabling Environment Activity. The WISE director will provide day to day supervision.

Position Summary:

The Labor Market Advocacy Senior Advisor has been established to oversee and assist the establishment of an Enabling Environment Unit (EEU) within a local economic policy NGO. The EEU will assist in developing research and advocacy activities related to labor market legal or regulatory reforms and policies. The incumbent serves as a key liaison officer between WISE and the EEU while assisting the EEU in establishing policy “champions” among the private sector, community organizations, and governmental institutions. The role of the champions will be to foster an improved enabling environment for a market-driven, workforce development system that better serves the needs of both employers and the workforce in Egypt. Day-to-day, the incumbent will primarily support the EEU and the policy NGO in the technical management of the Enabling Environment Unit and coordinate the Unit’s programs with different advocacy groups that are mainly composed of reputable employers and other business associations.

Primary Responsibilities include but are not limited to:

  • Identify ENCC’s needs to strengthen the foundation for Labor Market Advocacy in terms of required skills, intra-office coordination and leadership as well as partnership structure and communication strategy with members of the Enabling Environment Advisory Group to build relationships and secure partnerships.
  • Develop a distinctive Labor Market Advocacy Monitoring and Evaluation plan that identifies the M&E users, the M&E methodology, evaluation design and measures, and data collection tools.
  • Proactively guide the EEU in identifying local, regional and national partners to support the labor market advancement efforts through the Enabling Environment Unit’s advocacy strategy.
  • Design and deliver a labor market advocacy capacity building program for the EEU so that the staff members of the EEU can professionally carry out the Labor Market Advocacy activities. In addition, the incumbent will advise the EEU on how to promote policies, procedures and standards which reduce barriers for the participation of women in the formal employment.
  • Enhance the EEU ‘s partnerships with industry, government and community partners to develop a system for the collection, analysis and regular widespread dissemination of labor market supply and demand data to employers, workforce development providers, the GOE, and the public.
  • Provide or identify expertise in value chain and labor market analysis so the EEU can identify critical job needs in the Egyptian economy.

Job Requirements

Required Skills and Qualifications:

  • A high premium will be placed on the candidate’s project management abilities as well as skills and abilities to facilitate stakeholder and subcontractor relationships that will achieve WISE project objectives. A high priority will be placed on these skills rather than a policy or advocacy skills per since the WISE project activity is centered on capacity building.
  • Bachelor’s degree from an accredited college or university in Business, Economics, Public Administration, or a closely related field. Master’s degree in a field related to workforce development strongly preferred.
  • Minimum of ten years’ experience with project management workforce development, capacity building and advocacy efforts.
  • Demonstrated experience in working on programs that enhance human capital development.
  • Demonstrated experience and expertise in labor market, value chain and/or related economic or population-level analysis.
  • Experience working in the private sector, preferably in public private partnerships or social corporate responsibility.
