Project Duration:

Base Period: 3 years (November 1, 2015 to October 31, 2018)

1 option year (November 1, 2018 to October 31, 2019)

Position Location: Cairo, Egypt

Reporting and Supervision: The Entrepreneurship and Work-Based Learning Senior Advisor reports to the DCOP and Result A Technical Lead, or designate. S/he supervises the Entrepreneurship and Innovation Specialist.

Position Summary: The Entrepreneurship and Work-Based Learning Senior Advisor works to develop entrepreneurship training materials for integration into school curricula, and supports the establishment of entrepreneurship and innovation clubs in selected schools. S/he also provides support for an annual Entrepreneurship and Innovation Day in coordination with the MoETE.

Responsibilities include but are not limited to:

Entrepreneurship:

  • Analyze the local socio-economic trends that will feed into the project strategy.
  • Define selection criteria to identify strong implementing parties, and prepare a shortlist of entities selected for partnership based on these selection criteria.
  • Develop comprehensive programs in innovation and entrepreneurship seeking to transform the creativity and enthusiasm of technical school students and graduates into new innovations, technologies, and startup businesses, and offer numerous outlets for creativity.
  • Pro-actively scout for new innovative ideas and opportunities.
  • Document tested innovation projects and processes and ensure effective sharing and generation of knowledge around innovations.
  • Apply industry-focused research to create entrepreneurship curricula, business development programs, and technology transfer initiatives that can more directly connect technical school students’ and graduates' ideas with industry needs.
  • Develop mechanism for injecting research and intellectual capital into innovations that can spur the development of new products, businesses, and industries.
  • Build entrepreneurs from the ‘ground up’ using students and graduates’ innate curiosity and ingenuity to assist them in becoming society’s next innovators.
  • Develop system for transition of technical schools' students’ and graduates’ innovative and entrepreneurial business ideas into new companies.
  • Improve availability and accessibility of entrepreneurship services, with focus on business incubators.
  • Assist entrepreneurs in market and commercialization planning, prototype design, and production.
  • Develop symbiotic relationship between entrepreneurs/innovators and business actors, by developing an entrepreneurship pipeline that can transform technical schools' students’ and graduates’ innovations into business innovation which can directly impact economic and community development.
  • Collaborate with other relevant donor projects to create an entrepreneurship curriculum to be taught at technical secondary schools.

Work-Based Learning:

  • Develop and implement apprentice and/or work-based learning programs for technical school students in cooperation with private-sector companies and transition to employment units.
  • Advise transition to employment units on how to monitor and coordinate apprenticeship/internship programs to ensure the quality of the delivery and to develop new work-based learning programs.
  • Raise the awareness of the importance of work-based learning programs among private-sector companies, Chambers of Commerce, business associations and industry federations.
  • Ensure the involvement of transition to employment unit members in developing, implementing programs to guarantee the sustainable development and/or implementation of demand-driven work-based learning programs.

Job Requirements

  • University degree in business, economics, education, or equivalent.
  • Minimum of 5 years of experience in a relevant field in TVET reform in Egypt.
  • Technical expertise in entrepreneurship, entrepreneurship programs, provision of services and training, corporate social responsibility, start up, and business incubators, specifically in Egypt.
  • Technical expertise in the development and/or delivery of apprenticeship and work-based learning programs.
  • Previous experience in USAID or other donor projects required.
  • Excellent interpersonal skills; ability to work as a cooperative team member.
  • Excellent report writing and presentation skills.
  • Ability to travel throughout Egypt.
  • Willingness to work in weekends and holidays when necessary.
  • Proficiency in English and fluency in Arabic required.
  • Ability to use a variety of PC software: Word, Excel, Power-point, etc.
