Job Description

  • Present forecasted budget for the Human Resources department annually, in terms of employment fairs participation expenses, online recruitment sites registration fees, training costs, and other Organizational Development (OD) activities, and revisit it every 6 months in order to allocate investment in human capital strategically.
  • Set strategy, and review and approve merit increase percentages with the payroll team based on performance appraisal, annually, to achieve the highest levels of employee retention.
  • Build and modify the salary structure and grading system for the organization periodically.
  • Design process and report on the Human Resources Information System (HRIS) to facilitate/serve the business need (self-service, payroll formulas, benefits, attendance, etc.).
  • Review reports regularly concerning personnel-related data, such as hires, transfers, job grouping, performance appraisals, attendance and absenteeism rates, through the Human Resources Information System (HRIS) to get insightful analytics and take actions accordingly.
  • Prepare manpower planning annually, and identify staff vacancies, replacements, and select applicants.
  • Process with project managers the workforce planning of all internal transfers and staff allocation (from one project to another) on monthly basis to effectively source projects’ manpower.
  • Arrange with the training team and universities the company’s Talent Program for graduating engineers and conduct their final selection interviews.
  • Present to the project control team all project expenses (number of workers, mobile usage, etc.) on monthly basis.
  • Administer and approve Compensation, Benefits, and Performance Management systems, and Recreation programs.
  • Analyze statistical data and reports to identify and determine causes of personnel problems, and develop recommendations for improvement of organization's personnel policies and practices to effectively manage employee and labor relations.
  • Administer the payroll closing, and apply any adjustments (if needed) to top management
  • Audit regularly and approve on salaries, proposed bonuses and deductions, overtime, etc
  • Investigate and report on industrial accidents for insurance carriers with the legal team.

Job Requirements

  • University degree, preferably Finance major.
  • 15+ years of relevant experience in HR 5 of them as a HR Manager.
  • Construction Background is a MUST.
  • Excellent English Proficiency.
  • Willing to relocate to North Coast.
