Job Description

 

  • The USAID/Egypt Mission has contracted The QED Group LLC to implement the Services to Improve Performance Management, Enhance Learning and Evaluation (SIMPLE) in Egypt. SIMPLE provides a host of services to support USAID/Egypt’s Program and Technical Offices in areas including monitoring, evaluation, program design, and information management. These services include activity/project designs, assessments, evaluations, management information and reporting. The primary purpose of this award is to improve performance management at all levels to help the Mission meet Agency requirements, make better informed strategic and management decisions, and advance Agency learning. 

 

  • SIMPLE is recruiting for a local Subject Matter Expert for an anticipated Youth Assessment. The assessment is expected to start in late April or early May 2021 and will possibly include field work depending on the COVID-19 situation. The assessment is anticipated to research areas of achievement and opportunity for youth in Egypt, including workforce development, economic opportunity, and employability. 
  • Estimated LOE: anticipated between 40 to 50 days. 

Responsibilities:

  • The local Subject Matter Expert will collaborate with the Team Leader and assessment team in the following activities
  • Bring subject matter expertise to bear on this assessment throughout its processes: design finalization, data collection tools, data collection, analysis of data collected and reporting.
  • Conduct desk review to prepare for the assessment and to inform the design of this mixed methods mid-term performance evaluation.
  • Participate and contribute to the development of the assessment design documents, including assessment plan, data collection instruments, key informant and group discussion tools, data quality assurance plans, analysis plan and/or other relevant design documents. Data collection methods may include:
    • Desk review of relevant documentation: USAID/Egypt will provide the Assessment Team with soft or hard copies of the activity-related documents immediately upon award, if not previously provided.
    • Face-to-face[1] and or virtual[2]:
      • Key informant interviews
      • Group discussions with beneficiaries and other counterparts and stakeholders.
      • Questionnaire(s) for stakeholders and beneficiaries, as applicable and feasible to implement in the Egyptian context at the time.
  • Join the team in conducting interviews and site visits as applicable. Fieldwork locations are still to be determined.
  • Carry out research and analysis based on the USAID approved methodology, including reviewing and analyzing secondary documents, leading and/or participating in key informant interviews, and conducting quality assurance controls over field data collection activities.
  • Participate in the piloting of the tools developed for the assessment prior to fieldwork.
  • Participate and contribute to analysis of both qualitative and quantitative data for the evaluation.
  • Contribute for the preparation of preliminary findings, conclusions and recommendations (FCRs) for debriefings to USAID.

Job Requirements

  • Advanced degree in relevant social sciences field.
  • At least ten years’ relevant professional experience, with significant youth-related work experience.
  • Experience in youth research and data collection efforts desired.
  • Experience in research and/or evaluation/assessment work highly desired.
  • Excellent communication skills, including the ability to communicate effectively within a multi-cultural team.
  • Ability to be flexible and work well under pressure, dealing with competing priorities, in a fast-paced team environment.
  • Strong interpersonal skills and talent for productively interacting with a wide range of actors.
  • Native Arabic speaker 
  • Fluent in spoken and written English.
