Job Description
- Studying project tender drawings, specifications and related documents.
- Reviewing tender proposal technical and financial documents.
- Recommending vendors list for each of the project items for Division head approval.
- Issue and process requisitions for quotations to vendors and suppliers signed by the division head.
- Obtain written quotations from local and overseas suppliers.
- Negotiate with vendors to obtain optimum quality, cost, terms etc.
- Prepare both technical and financial comparisons for his concerned items; review and confirm his team’s comparisons for management evaluation and approval.
- Prepare submittal, or re-submittal for consultant’s approval in line with the selected vendor
- Negotiate, or renegotiate, and administer sub-contract agreement with subcontractors, suppliers, vendors, and other representatives.
- Prepare and process letters of intent (LOI), purchase orders and subcontracts for supplies and equipment for his items and review and that of his team.
- Determine necessary actions required by his team, issue weekly targets and achievements report after consultation and approval of the division head and in line with the projects time schedule.
- Coordinates activities of the team.
- Assist team with difficult problems and situations.
- Responsible for staff scheduling to include: work assignments, employee training, employee vacations, employee breaks, overtime assignment, back-up for absent employees in coordination and with the approval of the division head.
- Train new members of team.
- Confer with staff, users, and vendors to discuss defective or unacceptable goods or services and determine corrective action.
- Research and evaluate suppliers based on price, quality, selection, service, support, availability, reliability, production and distribution capabilities, and the supplier's reputation and history
- Review catalogs, industry periodicals, directories, trade journals, and Internet sites, and consult with other department personnel to locate necessary goods and services.
- Attend meetings, trade shows, conferences, conventions and seminars to network with people involved in the procurement process (Consultants, Contractors, suppliers,…etc).
- Assuring tidy and neat manner of work.
- Taking measures to improve and keep up employees’ image and development.
Job Requirements
- Bachelor degree in Civil engineering.
- 8 to 11 years of relevant experience in procurement.
- Good negotiation skills.
- Market knowledge in sourcing of materials and services
- Broad understanding in International standard and specifications.
- Written and oral Communication.
- Team work.
- IT skills in MS-office.
- Excellent Computer Skills.
- Excellent English Language.
