Job Description

  • Full administrative supervision over all the relevant departments in the accredited organizational structure, in accordance with the authorities granted to him.
  • Reviewing all the issues referred to the department on the administrative follow-up, and submitting feedback to the relevant authority.
  • Informing all relevant departments at the organizational structure of the administrative and financial circulars and instructions issued by the Ministry of Health and health affairs directorates at regions, after submitting them to the director-general, and getting them approved by the officials in charge, and then following up the implementation of all such instructions, as well as the instructions issued by the Ministry of Civil Service and all relevant authorities.
  • Approving all the decisions related to paying the dues of Saudi and non-Saudi employees; this includes salaries, allowances, awards, and compensations. That's to be added to approving discharge, according to the adopted regulations and instructions, in coordination with the MOH relevant entities, and completing the statutory procedures by the Personnel Affairs Department.
  • Contacting the Ministry as regards the requests and services of the general department's employees (technicians and administrative staff) in order for the procedures to be completed, and the necessary data and information collected, as well as handling the dealings referred by the director-general.
  • Taking all the decisions of promotion, recruitment, transfer, designation, mandate and secondment, as well as renewing or terminating contracts for all the department's employees (both Saudis and non-Saudis), after obtaining the director-general's approval, and completing the statutory procedures in accordance with the adopted regulation and instructions.
  • Approving formal designations, and making the necessary decisions for all administrative staff at the departments directly pertinent to him.
  • Overseeing the development of the plan of employees' annual vacations, and assigning their alternatives while absent, as well as handling the issues of sick leaves, etc., and approving granting regular vacations, except for casual leaves and study vacations for the directors and employees of the departments pertinent to him, as well as employees of the general department (technicians) according to the statutory organizational laws and regulations, after obtaining the director-general's approval.
  • Ordering investigation into administrative and financial irregularities, and taking the proper punitive action against violators of the General Department staff, both Saudis and non-Saudis, according to the civil services regulation, after being approved by the Director-General.
  • Overseeing the application of regulations that have to do with occupational health and safety, pensions, end-of-service benefits, and work injuries, in accordance with the applied rules and regulations.
  • Preparing periodic reports on the departments' achievements, and development suggestions, and submitting them to the director-general.
  • Contacting the competent MOH authority to demand the general department's needs based on the second section of the MOH budget or as a cash advance payment, so as for such needs to be provided, received, and then disseminated as needed, meanwhile abiding by the directives of the director-general. Thus, purchasing orders are followed up and reviewed, and the annual inventory is conducted in coordination with the relevant authority. That's to be added to preparing scraping files of materials and devices, and reviewing the movement of office furniture and equipment, and maintenance of means of transport.
