Job Description

Job purpose:

  • Under the direct management of the delegation’s Senior Finance Officer, the Finance Officer supports the delegation’s general finance unit operations in controlling and verifying the accuracy and effectiveness of all financial transactions and ensure its compliance with the country’s legal framework and sound accounting principles, Tdh’s internal procedures, legal requirements, and donor guidelines.

General principles

  • The incumbent commits to observe discretion on any information related to the organization's functioning. She/he will conduct her/his duties in respect of the Charter of Terre des hommes (Tdh) and Tdh’s Safeguarding Policy. She/he commits to ensuring a high level of children's participation and will always work in the best interest of the child.
  • Tdh intervenes without any affiliation for politics, religion, or financial profit. The incumbent will direct her/his activities and engagements without preoccupation with political, racial, or religious affiliations.

Main responsibilities:

  • Financial and budget management

· Check realistic budgeting, ensure proper codification of expenses before recording in Saga by the accounting unit

· Participate in the preparation of monthly monitoring of budgets (donors’ budgets and delegation budget) and financial equilibrium of the delegation, including supporting in analysis and feedback to budget holders

· Participate in the meetings as delegated by line manager with the budget holders to review the projects budgets, analytical allocations, financial status

· Prepare with the budget holders projects monthly forecasts and send to the line manager for review

· Control PSR’’s within her authorization limit and check budget allocations, and availability before committing purchases

· Check the analytical allocations in Saga to ensure its accuracy and well recording, provide and follow up the analytical modifications to the accounting unit to register in Saga

· Participate with the line manager in the draw up of the financial reports in accordance with the delegation reporting schedule and send it to the Finance Manager for validation.

· Alert when necessary, but early enough on financial risks in the delegation

· Guarantee the confidentiality of the financial information

  • Reporting and communication

· Assist the program team to prepare budget follow-up and forecasts

· Control the analytical allocations in Saga at the end of each month before closing

· Produce a monthly report to the line manager in the unit activities

  • Audit, Compliance & Internal Control

· Ensure the compliance of the financial procedures of Tdh, donors, and authorities before approval

· Check the financial supporting documents and archive it according to Tdh procedures

  • Perform any other tasks as may be requested by the line manager.

- Comply with Tdh Security Regulations

- Inform and share any incident or information related to the security of staff and beneficiaries with the Country Representative.

- Commit to respecting the Tdh Safeguarding Policy and principles of child protection;

- Commit to ensure the best implementation possible of the Safeguarding Policy in Egypt;

- Commit to inform Child Safeguarding Focal Point and to deal with any cases, allegations, or the possibility of transgression, even potential, of the Safeguarding Policy.

  • Bachelor degree in Accounting, Finance or Business Administration
  • Experience
  • 3 Years to 5 Years of Experience in Finance & Accounting, preferred in NGO environment, of which 1 at a management level within the finance department of an international organization or business

  • Advanced in Office, Finance & Accounting software
