Job Description

General Responsibilities

  • Under the direct management of the delegation Finance Manager, the Senior Finance Officer supervises the delegation general finance unit operations by controlling and verifying the accuracy and effectiveness in all the financial transactions, and ensure its compliance with the country legal framework and sound accounting principles, TDH internal procedures, legal requirements and donor guidelines.

General Principles

  • The incumbent commits to observe discretion on any information related to the organization's functioning. She/he will conduct her/his duties in respect of the Charter of Terre des Hommes (Tdh) and Tdh Safeguarding Policy. She/he commits to ensuring a high level of children's participation and will always work in the best interest of the child.
  • Tdh intervenes without any affiliation for politics, religion, or financial profit. The incumbent will direct her/his activities and engagements without preoccupation with political, racial, or religious affiliation.

Specific Responsibilities

Team Management

  • Ensure the coaching and appraisal of the delegation Finance Officers, from the recruiting to the end of service. Use the good practices so that his/her team respects the values of Tdh
  • Set objectives for his/her unit & team.
  • Plan, assign, and review staff’s work
  • Ensure timely share of information and updates among his/her team.

Financial, and budget management

  • Ensure realistic budgeting, the proper codification of expenses and good budget steering
  • Participate with the Finance Manager & operational teams in the design of budgets for the proposals to be submitted to donors.
  • Carry out monthly monitoring of budgets (donors’ budgets and delegation budget) and financial equilibrium of the delegation, including supporting in analysis and feedback to budget holders
  • Implement meetings with the budget holders to review the projects budgets, analytical allocations, financial status, and update the projects forecasts
  • Control the PSR’’s within her authorization limit and check budget allocations, and availability before committing purchases
  • Assist the Finance Manager in preparation of cost or no-cost extension of donor contracts or budget amendments
  • Draw up the financial reports in accordance to the delegation reporting schedule and send it to the Finance Manager for validation.
  • Alert when necessary, but early enough on financial risks in the delegation
  • Assist in the training of top management teams on budget management tools
  • Guarantee the confidentiality of the financial information

Reporting and communication

  • Liaise with the program team to prepare budget follow-up and forecasts before sharing it to the Finance Manager
  • Supervise the review and approve the analytical allocations in Saga at the end of each month before closing
  • Ensure the technical information, updates for accounting are shared among the delegation financial unit and the relevant teams.
  • Produce a monthly report to the line manager in the unit activities

Audit, Compliance & Internal Control

  • Ensure the compliance of the financial procedures of TDH, donors, and authorities before approval
  • Support the Finance Manager to apply financial controls, policies, and procedures, and advice to strengthen them in all field offices through regular visits, capacity building, and spot-checks.

Education / Qualifications

  • Bachelor degree in Accounting, Finance or Business Administration

Experience

  • 3 Years to 5 Years of Experience in Finance & Accounting, preferred in NGO environment, of which 1 at a management level within the finance department of an international organization or business

Languages

  • IT Knowledges
  • English
  • Advanced in Office, Finance & Accounting software
