Job Description
Purpose of the Role:
With focus on Technology related procurement, develop and ensure to implement end-to-end contract management processes, policies and procedures to ensure the achievement and protection of Sehati interests. This includes but not limited to: demand request, bidding, RFP, evaluation of proposals, contract development to execution and following up on contract.
Strategic and Managerial Responsibilities:
- Set the section’s annual objectives and KPI’S and ensure objectives are cascaded to the direct reports and properly implemented.
- Set the section’s operational plans and ensure appropriate measures are taken to correct insufficient operating results.
- Implement the section’s policies and follow the set procedures in order to achieve unit objectives.
- Ensure the ongoing development of the unit’s employees and guide the performance management and the developmental activities of direct reports to ensure engaged and high performing employees.
Technical Responsibilities:
- In coordination with Procurement & Contracting Director and in alignment with organizational strategy, develop contract management processes, policies and procedures - specifically for the Technology related procurement.
- Ensure that the procurement policies and procedures are always adhered to so as to protect Sehati interests.
- Ensure to maintain a list of Technology related prospective vendors with very good repute locally and internationally to allow for short listing of vendors required for bidding and RFQ / RFP issuance.
- Oversee development of RFPs - work closely with the concerned function in development of RFPs for the related scope and make sure that their technical requirements have been incorporated.
- Ensure to maintain database / records of Technology related vendors and ensure that they are continuously updated.
- Prepare / update the criteria for assessment of Technology related vendors against RFPs to ensure that only the best available vendors are shortlisted for the final negotiations.
- Receive quotations / proposals and conduct evaluation of responses of RFPs from vendors, based on the approved evaluation criteria.
- Initiate drafting contracts / variation in the contracts and ensure they are in line with the RFP response of the approved vendor and final negotiations.
- Ensure to liaise with the Legal function for review of the contracts, variations to contracts, and related documents and ensure Legal terms and conditions have been incorporated.
- Participate in negotiation to finalize the contract ensuring that Sehati interest is protected.
- Manage and monitor contract compliance against the milestones specified in the contracts and identify and report risks and mitigation options.
- Manage and maintain correspondence and documentation related to contracts execution, including presenting information to stakeholders regarding contracts.
- Ensure to facilitate governing of the relation between the Supplier and Business Owner to ensure proper compliance with agreed terms and conditions and help resolve complex disputes in a mutually satisfactory manner.
- Evaluate any contract change request, in order to ensure its validity and that it adds value to the delivery of projects, services and products in question.
- Ensure the organization's internal contract documents are accurate and well maintained.
- Provide advice and guidance to the different teams relating to contract generation.
- Close the contracts after ensuring the completion of all the agreed terms of the contract.
