Job Description

PROJECT BACKGROUND:

Feed the Future Egypt Rural Agribusiness Strengthening Project (“the Project”) is a five-year USAID-funded activity, supported by the U.S. government’s Feed the Future initiative. The project aims to improve the competitiveness of Egypt’s horticulture producers and related down-stream businesses and food processors. The Project promotes a more competitive and inclusive Egyptian economy through growth in selected horticultural sectors with special focus on securing employment and increasing agriculture-related incomes of smallholder farmers. The project will work in greater Cairo, Upper Egypt, and the Nile Delta, through three strategic regional offices in Luxor, Minya and Gharbia, in addition to the main office in Giza. 

ASSIGNMENT BACKGROUND:

The Grants Program is one of the main activities of the Project.  The Pre-award Assessment of Potential Grantees (NGOs and Private Sector) Consultants will work alongside key Project staff, including the Grants Manager, Technical team and Financial Director, to conduct pre-award assessments of approximately 15-20 potential grantees to ensure that they are capable of managing In-Kind grants technically and financially and achieve the proposed results stated in their application.

The Consultant may be required to travel to Upper Egypt and the Delta to assess the institutional capacity of the potential grantees at their respective location/governorates.

ASSIGNMENT DURATION: Maximum of 115 days during 2022.

PRINCIPLE DUTIES AND RESPONSIBILITIES:

Using an assessment form and tools provided by the project, the consultant will be responsible for the following:

1- Evaluate and obtain an understanding of the accounting cycle of the potential grantees through the use of interviews and questionnaires.

  • Understand the nature of entity’s activities and operations.
  • Review the entity’s organizational structure to determine that the entity has sufficient qualified and experienced staff to implement its activities.
  • Discuss with the management the entity’s operation and review its operational manual and policies and procedures to ensure its compliance with the applicable GOE laws and regulations.
  • Conduct reference checks and obtain 3 references per potential grantee

2- Obtain an understanding of the applied controls techniques to maintain a reliable internal control environment. These techniques would include:

  • Written policies and procedures for procurement transactions.
  • A valid transaction recording cycle.
  • Authorization procedures.
  • Segregation of duties and supervision activities.
  • Safeguarding of Assets.

For control environment:

  • Review management control environment
  • Evaluate the asset maintenance and inventory system
  • Follow-up on prior audits findings and /or reportable condition, if any

DELIVERABLES:

At the end of each assignment visit the consultant will deliver an assessment report for each assessed entity separately.  The report should outline the strengths and weaknesses of each entity’s management, as well as any risks identified in the course of performing the assessment.

Job Requirements

  • Bachelor’s degree (preferable Master’s degree)
  • Excellent communication skills (English and Arabic)
  • 5 years of experience in working with grassroots organizations and private sector.
  • 5 years of experience in institutional assessment (technical & financial)
  • Excellent analytic report writing skills
