Job Description
- Identify the proper procurement method and potential suppliers.
- Issue offer solicitations, Communicate and negotiate with suppliers when needed.
- Evaluate and analyze the received offers and recommend the awarded suppliers.
- Prepare adjudication report / memorandum for Procurement Officer and Regional Supply Officer's review and approval.
- Create and process Purchase Orders (POs) for all Regional and Global non-catalogue requisitions and ensure accuracy of PO.
- Evaluate suppliers' performance for procurement officer review and approval.
- Evaluate procurement transactions below $50,000 conducted by Country Offices to ensure compliance with WHO procurement rules and regulation and EMRO internal control measures.
- Ensure that the prices are reasonable and that technical/admin clearances are obtained.
- Provide Technical Units and Country Offices with the estimate cost of needed supplies/services to estimate their budgets.
- Scrutinize Request of Price Estimate (RPE) lines submitted by Regional Office and Country Offices to verify conformity of the specification.
- Update suppliers' database on regular basis
- Participate in the training of RO and country office staff on goods and service procurement.
- Generate procurement reports.
- Replace other procurement staff when required.
Job Requirements
Education
Essential: Completion of secondary education supplemented by training in procurement/logistics.
Desirable: University degree in business administration, social sciences, engineering or related field is an asset.
Experience
Essential: At least eight years' experience in procurement, three years of them in WHO or UN organization. Extensive experience in WHO rules and regulations for procurement of goods and services.
Skills
- Ability to work independently, manage and prioritize in difficult and complex situations and especially under pressure.
- Proven problem solving and analytical capacity and strong attention to details.
- Ability to work closely in harmony with colleagues and staff at all levels.
- Demonstrated ability to document and communicate, in both verbal and written form, to various levels in the organization including senior management.
- Good negotiation and supplier/customer relationship management skills.
- Excellent knowledge and experience of procurement procedures of WHO or other UN-system organization.
- Knowledge of types of services and goods purchased by WHO for headquarters, regional offices and field projects.
