Job Description

  • This position is based at the Regional Communication Centre (RCC) in Cairo. The RCC promotes the ICRC’s regional positioning and outreach in Arabic, mainly in the Middle East & North Africa (MENA) region, by engaging ICRC’s key communities and audiences, and by supporting country communication teams in the region. The RCC’s team adapts ICRC publications in Arabic, creates and produces communication material, including online content and communication campaigns for the region, and monitors its visibility and humanitarian issues in the Arabic speaking world. 

Purpose

  • As the Information-as-Aid Coordinator, you ensure ICRC is designing, sharing and prioritizing information-as-aid and information transparency across all communication channels, based on and responsive to affected people’s needs, behaviours, preferences, and feedback. You also support the Accountability to Affected People (AAP) to strengthen our implementation of the AAP Framework.  

Accountabilities & Functional responsibilities

  • You collaborate with Communication colleagues in country offices and Digital Proximity and Engagement Officers in different parts of the world to conduct regular information needs assessments on targeted affected communities, designed to understand their trusted sources of information, communication behaviours and needs, and preferred feedback mechanisms.
  • You coordinate (and design, if needed) the production of audience-centric information-as-aid materials (radio spots, posters, leaflets, videos, etc.) as identified through information needs assessments, as well as audience / social listening exercises.
  • You support Digital Proximity and Engagement Officers in RCCs and Digital Officers to ensure country delegations prioritize and share information-as-aid through their relevant local channels (both online and offline), and produce guidance on measuring the impact. You also support testing and reporting on the usability and effectiveness of information-as-aid produced.
  • You support production and design needs for information-as-aid campaigns run by delegations.
  • You explore and action opportunities to co-design information-as-aid with identified affected communities, in collaboration with the relevant delegation colleagues and / métiers.
  • You set up and nurture a networked approach to producing and sharing information-as-aid content across delegations and RCCs, ensuring that everyone has access to contextualized materials according to the needs of affected communities. You manage the knowledge, data and information sharing around information-as-aid production.
  • You support coordination on information-as-aid in crisis situations.
  • You also lead on evaluations exercises around information-as-aid campaigns and initiatives to understand impact, produce lessons learnt, and apply learnings to future activities.
  • You support Digital Officers and Social Media colleagues to produce relevant content, both proactive and reactive, to tackle and respond to misinformation, disinformation and rumours.
  • You create and deliver bespoke training and skill building on designing accessible and inclusive communications. You also build the skills of, and exchanges learnings with, communication colleagues on multi-media design for impact, and nurture a community of best practice.
  • You ensure a diverse, participatory and inclusive approach to how we talk about and represent affected people through materials produced, and all communications adhere to our ethical communications guidelines.

Scope, impact and key relationships

  • This position’s remit is global, with a primary focus of working with country delegations and Regional Communication Centre’s on information design, provision and transparency.
  • You support the roll out and implementation of Communication and institutional strategies designed to accelerate and strengthen our people centred work.
  • You are the focal point for on information design, provision and transparency within Communications.
  • You provide support to Communication specialists at headquarters, in regions and at country delegation level on information design, provision and transparency.
  • You work closely with colleagues of the Communication and Digital Engagement unit and Accountability to Affected Populations team at headquarters to deliver on your responsibilities.
  • You liaise with different internal and external stakeholders to ensure ICRC is delivering information-as-aid at a best-in-class level.
  • You build strong relationships with key humanitarian players, in particular with the International Federation of Red Cross and Red Crescent Societies, as well as National Societies, and to share learnings and best practices.

Job Requirements

Required skills and experience: 

  • University degree or equivalent in a relevant field such as communications, social sciences, multimedia content production, etc;
  • Minimum 6 years working experience in a communication related field, ideally working in communications with humanitarian organisations.
  • Working knowledge of graphic design tools and platforms.
  • Strong understanding of accessibility in Communications and experience in producing accessible materials.
  • Strong knowledge of the digital landscape and social media.
  • Proven experience in designing for, and working with, affected communities.
  • Fluent command of written and spoken English and Arabic;
  • Excellent oral and written communication and negotiation skills;
  • Strong analytical skills and ability to synthesize complex information quickly;
  • Responsible, autonomous and reliable;
  • Egypt resident or holder of a work permit in Egypt.
