Job Description

Human Resources

  • Manages all HR processes, including recruitment, hiring, new employee orientation, performance management, capacity building activities, employment contract drafting and renewals, disciplinary process and terminations;
  • Maintains staff confidentiality for sensitive HR issues;
  • Promotes a healthy and safe working environment for project staff, ensuring that working conditions are compliant with local and international laws;
  • Monitors staff compliance with policies and procedures and implementation of necessary disciplinary actions or recognition of merit;
  • Supports the adaptation of the project Policy and Procedures Manual;
  • Under the oversight of the Chief of Party and the DCOP, and working closely with EDC's Home Office Human Resources team, ensures that all HR procedures, including disciplinary actions, dispute resolution and separation procedures are handled promptly, professionally and in compliance with EDC policy and Egyptian labor laws;
  • Conducts accurate and timely HR record keeping as per EDC guidelines; conducts frequent HR record audits with assistance from Home Office team members;
  • Administers all staff benefits programs, enrollments, changes and removals and maintains appropriate documentation;
  • Supports monthly payroll as appropriate, including timesheet management and reconciliation;
  • Conducts onboarding and off-boarding meetings, orientations, as well as assigns and collects project equipment (keys, phones, and other materials), as appropriate;
  • Tracks all performance evaluations to ensure timely completion, accuracy and alignment with EDC policy and procedures;
  • Serves as main liaison with EDC’s Home Office Human Resources team.

Operational

  • Oversees Logistics Specialist, Administrative Assistant, Driver and Janitor;
  • Works with the Logistics Specialist to ensure procurement activities are conducted according to USAID and EDC regulations;
  • Provides guidance and oversight to the Logistics Specialist to address office needs, maintenance requests from staff and oversee overall office operations;
  • Oversees filing of important documentation;
  • Participates in regular planning meeting activities with technical team, as appropriate, for seamless administrative and logistical support and problem solving;
  • Sets up operational procedures in compliance with EDC policies, USAID regulations rooted in effective management practice in close cooperation with the DCOP and EDC Home Office support staff;
  • Identifies and addresses areas of risk and operational inefficiencies and flags these to project leadership;
  • Develops performance improvement plans for office operational procedures, as needed;
  • Works with the DCOP and the Finance Manager to oversee compliance and adherence to donor regulations and procedures, including maintenance of internal control, accountability of EDC resources for all operational issues;
  • Maintains regular communication with EDC's Home Office Director of Global Safety and Security and project senior leadership to flag any security risks or issues in the broader context that may put the project or staff at risk;
  • Supervises the timely preparation of inventory management documents, with verification and submission on a regular basis for EDC internal regulations and USAID requirements.

Other Duties

  • Builds positive client, vendor, and funder relations;
  • Supervises administrative and procurement staff;
  • May oversee organization of project events or activities.

Job Requirements

Qualifications

The HR and Office Manager shall have at a minimum the following qualifications:

Education:

  • Bachelor's Degree in Human Resource Management, Business Administration or a related field or equivalent experience. Master’s degree or equivalent experience is highly preferred.

Skills and Experience:

  • Minimum of 10 years of progressively responsible and directly relevant experience (or 7 years of relevant experience with a master’s degree);
  • Familiarity with Egyptian labor laws and regulations;
  • At least 5 years of management experience working in an international organization or agency;
  • Procurement experience preferred;
  • Highly skilled in the use of Microsoft Outlook, MS Word, Excel, and PowerPoint;
  • Strong organizational and analytical skills;
  • Excellent written and oral communications skills;
  • Demonstrated ability working with multidisciplinary teams, including local project staff, international staff, consultants, and government officials;
  • Ability to multitask while attending to detail and efficiency;
  • Strong interpersonal skills and ability to work under pressure; and
  • Experience working with a USAID-funded project desirable.

Language:
Fluency in English and Arabic are required.
