Job Description

  • Works closely with EDC Home Office short-term technical assistance specialists to review evidence from other countries that have successfully implemented teacher career path structures in order to provide background information for clear decision-making related to restructuring Egypt’s existing system;
  • Prepares and presents key findings from the literature review to MOETE, Professional Academy for Teachers (PAT) and USAID officials;
  • Participates in consultations —including stakeholder meetings, focus groups, short surveys, and individual interviews—to better understand the priorities and concerns of those who develop, support, promote, and participate in professional development and teacher licensure/certification from the governorate to the idara and on to the school levels;
  • Participates in the development of a joint work plan with other USAID Teach for Tomorrow staff and the MOETE to outline steps that will be taken to realize shared goals and objectives regarding teacher upgrading;
  • Works with the MOETE and PAT to review current professional standards and develop an external incentive structure for continuous in-service teacher professional development (CTPD) participation and accomplishment for in-service teachers, including recognition, certifications, awards, and professional resources;
  • Co-facilitates the career ladder working group in conjunction with project representatives and the MOETE to examine certification and licensing standards and link them to the Professional Development system;
  • Collaborates with project team and the MOETE to create and review, as necessary, a matrix of competencies for key MOETE positions within the CTPD system and assists in aligning job descriptions for key positions with the skills matrix;
  • Supports MOETE in the rollout of the CTPD career ladder structure;
  • Works with project Monitoring & Evaluation (M&E) specialists to develop an integrated, user-friendly, quality assurance system for M&E of the teacher professional development system, specifically in relation to the career ladder and certification structures;
  • Supports EDC Home Office STTA (Teacher Standards and Career Ladder Advisor) to prepare seminars and presentations for education leaders and others to review global licensure/certification structures and other related content;
  • Collaborates with MOETE and PAT to support successful policies that sustain the links between continuous teacher professional development and career ladder advancement;
  • Other CTPD-related tasks, as identified by project senior management.

Job Requirements

Education:

  • A master’s degree in education, preferably focused on teacher professional development, standards, and/or human resources management in education from a nationally or internationally recognized university required; doctorate degree preferred.

Skills and Experience:

  • A minimum of 10 to 15 years of progressively responsible and directly relevant professional experience working in the education sector in the region or internationally;
  • Extensive knowledge of the MOETE career ladder and licensure/certification processes;
  • Experience working with the MOETE and particularly the Professional Academy for Teachers;
  • A minimum of five years of active participation in primary teacher pre-service and/or in-service education programs, either as an educator within such programs or a designer or evaluator;
  • Experience working directly on teacher licensing, certification and promotion issues, preferably in multiple contexts;
  • Demonstrated ability to work collaboratively with government officials, university faculty, NGOs and teachers;
  • Previous experience working on projects funded with bilateral aid, preferably USAID;
  • Excellent communication (both oral and written) and partnership building skills and demonstrated ability to convene diverse stakeholders using participatory methods;
  • Proven ability to work independently with minimal supervision or guidance required;
  • Excellent coordination skills and result-oriented collaboration with colleagues.

Language:
Fluency in spoken and written Arabic and English is required.
