Job Description
- Works with US-based M&E team and project COP to continue to develop and implement the Activity’s Strategic M&E Framework, M&E Plan, Management Information System (MIS) and capacity development approach;
- Assists Chief of Party in development and implementation of M&EL work plan and research agenda, strategizing, setting technical priorities, and reviewing technical progress related to monitoring, evaluation and learning;
- Identifies M&E-related technical needs that lead to the development and refinement of the M&E system to respond to evolving program design and implementation strategies;
- Manages all monitoring and evaluation activities, as well as learning activities, to ensure compliance to common or core standards;
- Ensures active collaboration with project staff to develop M&E tools needed to measure program outputs, outcomes, and impact, including forms, data collection instruments and written procedures for data collection.
- manages Data Quality Assessments;
- Assists the MOETE to develop and implement its own CTPD and career ladder M&E system;
- Supervises the archiving process to ensure that appropriate support documentation is on file and easily located to back up project indicator data;
- Manages technical orientation and training activities to achieve M&E and MIS objectives and plans, including in data collection, data processing, data analysis and other areas;
- Supports outreach and communications by providing summary data and interpretation for inclusion in publications and reports, tailoring for consumption by different audiences;
- Facilitates internal reflection and discussion of findings with staff, technical specialists, and management on a regular basis, at a minimum quarterly;
- Coordinates and facilitates regular M&E discussions for or among USAID, stakeholders, partners, EDC teams and others to share findings and learning from monitoring and evaluation data and/or analyses;
- Oversees the aggregation and compilation of M&E data (quantitative and qualitative) for inclusion in quarterly and annual reports, as well as for other deliverables and deadlines as needed, such as meetings, events and presentations;
- Oversees and ensures timely completion of all USAID data reporting;
- Liaises with stakeholders to facilitate integration of information and data into their MIS systems;
- Understands the terms of the USAID contract, specifically the expected project results and targets, and ensures compliance with requirements;
- Participates in relevant technical or senior leadership meetings and takes part in the decision-making process, as needed;
- Proactively anticipates potential or actual problems or risks related to achievement of targets, realization of M&E activities, or data quality, discusses with management, and submits appropriate recommendations to eliminate or minimize the threats or risks;
- Works with the Database Specialist for the integration and use of tools in the electronic platform / database;
- Demonstrates a high level of professionalism when dealing with sensitive and confidential documents and issues, and with co-workers and EDC partners;
- Other duties, as assigned.
Job Requirements
Qualifications
The Sr. M&E Specialist shall have at a minimum the following qualifications:
Education:
- Master’s degree or equivalent experience in monitoring and evaluation, education, project design and management, social sciences, or a similar relevant field.
Skills and Experience:
- 7 to 8 years of progressively responsible experience with M&E systems design and implementation, data collection, and report writing required;
- Understanding of educational research;
- Experience with donor-funded projects and not-for-profit organizations desired;
- Substantial experience monitoring and evaluating education sector programs and knowledge of the Egyptian education system (experience in classroom observation preferred);
- Demonstrated experience in monitoring results and indicators;
- Experience with electronic data collection and analysis required;
- Experience with qualitative and quantitative data analysis methods and tools, such as SPSS, QDA Miner, etc. preferred;
- Expertise in data visualization preferred;
- Practical knowledge of MS Word, Excel, Outlook;
- Experience with USAID reporting requirements preferred;
- Ability to prioritize and manage activities with minimal supervision;
- Strong communication and interpersonal skills;
- Must be able to work independently, and within a team in a cross cultural setting, negotiate diplomatically, and function well under pressure to meet deadlines.
Language:
Fluency in Arabic and English is required.
