Job Description

  • The Om Habibeh Foundation (OHF) is implementing a five-year skills development initiative in collaboration with Canadian and local partners in Aswan Governorate. The project is funded by the Government of Canada, through Global Affairs Canada, and the Aga Khan Foundation Canada (AKFC).
  • The Aswan Skills Development Programme (ASDP) focuses on strengthening the quality and range of vocational and technical training programs, as well as professional development programs available to young women and men in Aswan Governorate.
  • ASDP aims to improve the knowledge and services available to young women and men as they transition from education or under/unemployment into training and from training to work or entrepreneurship.
  • ASDP will build on the success of Om Habibeh Foundation’s Continuing Education Centre (CEC) that, since its inception in 2010, has become a leader in English language and IT training in Aswan as well as in Upper Egypt.
  • The ASDP Ultimate Outcome is “Improved livelihoods for young women and men in Aswan city and Kom Ombo District”. Contributing to this are the following three Intermediate Outcomes:
  1. Improved prospects for employment and employability for young women and men in Aswan and Kom Ombo
  2. Improved job creation opportunities (self- employment, entrepreneurship) for young women and men in Aswan and Kom Ombo
  3. Strengthened local gender and environmentally-sensitive labour market system to support young women and men in Aswan and Kom Ombo in entrepreneurship and employability

Objective of The Consultancy:

  • ASDP strives to diversify forms of knowledge products to improve access to educational courses, while ensuring the consistency and quality of these offered courses. The focus of the assignment is to develop a Blended Learning Course that focuses on gender equality in workplaces. The course will be delivered through Om Habibeh Foundation’s CEC as part of ASDP.
  • The gender specialist consultant will design the technical content and script of a video based open-sourced learning guide on promoting gender equality and women’s empowerment principles and integrating gender equality within workplaces.
  • The duration of the assignment is twenty days, in which the gender specialist consultant will develop a course that consists of several modules. The developed modules should cover the different aspects of defining, introducing and enforcing gender equality principles on organizational level within workplaces.

Preferred language is Arabic, yet English is accepted as well.

Objective of The Course:

  • Provide definitions and explanations of key gender equality terms in relation to employment and workplaces.
  • Increase understanding of the importance of integrating gender equality principles in workplaces to create an enabling environment for female and male employees.
  • Raise the awareness of employers in the labor market about the importance of including gender equality principles in all aspects of employment and employability.
  • Sensitize employers and female and male employees on women’s employment rights under current Egyptian laws and legislations, and linking to global best practice.
  • Disseminate knowledge on gender sensitive workplaces, including facilities and spaces.
  • Promote organizational change through gender integration into management and leadership strategies.

Tasks/Deliverables:

  • Develop the outline and the script for the ‘Gender Responsive Workplaces” of the video-based course.
  • Finalize selection of existing photos and videos to be used.
  • Develop quizzes and assignments for the video-based part of the course.
  • Conduct final quality control of the video-based part of the course.
  • Develop the facilitator guide that includes the face to face content “detailed session plan and the interactive activities”. A sample of the facilitator guide will be shared with the consultant in order to follow the same model.

Job Requirements

Required Qualifications:

  • Master’s degree in Gender Studies, Gender and Development Studies, International Law, Public Policies and Administration, Political Science, Social Sciences or related discipline.
  • Minimum 7 to 10 years of experience in gender mainstreaming and integration into development projects and policies.
  • Proven experience in gender responsive polices, gender mainstreaming and organizational change and gender advocacy strategies.
  • Demonstrate deep understanding of laws, regulations and development issues in Egypt from a gender perspective.
  • Experience in training on gender mainstreaming and developing training materials.
  • Knowledge of women’s economic empowerment and international labour standards is an asset.

Reporting:

The consultant will report to The Gender Advisor & Q&A Manager of ASDP.

  • Criteria 1: Technical proposal responding to the ToR - 40 Points;
  • Criteria 2: Relevant work experience, Education Background and sample of work - 20 Points;
  • Criteria 3: Thematic knowledge - 20 Points;
  • Criteria 4: Financial Offer – 20 Points.
