Job Description
General Responsibilities (Overall purpose)
The Finance Officer is in charge of the finances and accounting of his/her financial unit.
The Finance Officer ensures the compliance of the financial documentation with accounting principles, Tdh procedures, legal requirements and donors' guidelines.
The Finance and Administration Officer supervises the activity of the accountant and reports to the Finance and Administrative Manager.
Specific Responsibilities / Context (Tasks)
Team Management
- Ensure the coaching and appraisal of the accountant under his/her responsibility, from the recruiting to the end of service. Use the good practices so that his/her management respects the values of Tdh
- Plan and supervise the accountant tasks and meetings on his/her unit
Financial, accounting and budget Management
- Ensure the payment of the payroll, the monthly invoices to suppliers and service providers within the due deadlines in his/her unit
- Ensure the compliance of his/her unit with all financial, tax, social and medical insurance payments
- Ensure all transactions are entered in the accounting system accurately and on a daily basis
- Ensure the follow-up and clearance of all advances on a monthly basis with the program team
- Ensure the accounting codes and budget allocations are recorded according to Tdh procedures
- Ensure the supporting documentation is translated in English
- Check the cash and bank balances on a weekly basis and inform the line manager in case of any discrepancy
- Guarantee the confidentiality of the financial information
- Prepare all requested documentation for any audit related to his/her unit
Reporting and communication
- Liaise with the program team to prepare budget follow-up and forecasts before sharing it to the Finance and Administration Manager
- Share the weekly cash inventory with the line manager
- Review and approve the closure and the cash and bank reconciliated balances at the end of each month before sharing with the line manager
Audit, Compliance & Internal Control
- Ensure the compliance of the supporting documentation before approval
- Support Finance & Administration Manager to apply financial controls, policies and procedures and advice to strengthen them in all field offices through regular visits, capacity building and spot-checks
- Ensure the financial support documents are archived according to Tdh procedures
Job Requirements
Education / Qualifications
Bachelor degree in Accounting, Finance or Business Administration
Experience
- 3 Years to 5 years of Experience in Finance & Accounting, preferred in NGO environment, of which 1 at a management level within the finance department of an international organization or business
Languages
IT Knowledges
- English
- Advanced in Office, Accounting software
