Job Description
JOB PURPOSE:
This is a very critical position that will interface between all the key functions in the organization namely Operations, Supply Chain, Customer services, finance, regulatory, quality and our external stakeholders namely agents, MOH and government institutions and will control all processes and information related to the tender business planning, execution and analysis.
This individual will develop, implement, and coordinate all tender related processes, including approval of tenders, preparation and submission, database building & maintenance, logistics, contracting, tender phasing updates and follow up on tender progress.

- HOO’s, Head of Trade, Supply Chain, Customer Services, Commercial Manager, Tender Management Team (KAM’s), Regulatory affairs, Quality, Finance, BOPs, GM
- Agents, MOH, government institutions
KEY ACCOUNTABILITIES / RESPONSIBILITIES:
Tender Submissions for Rx & CHC:
Price proposal review and approval on IBKAM Coordination with Market Access for price finalization and communication to distributors Coordination with KAMs, regulatory and supply chain for the preparation of attribute files necessary for submission Preparation of all official letters Supervising the upload of tenders on the Global tender tool managing reports Creation and tracking of tender submission plan Submission of tender quotation to distributors/ end customers Follow up on tender awardation and readiness of contract Managing ad hoc RFQ’s Sharing Any Tender or pre tender information or related feedback received from any of the distributors with all business units just to make sure all are aware and aligned of any Tender opportunities SGH preparation and liaise with concerned parties for proper Submission and follow up
Tender Agreements/ Contracts:
Contract Mapping Negotiation of tender terms and conditions with distributors Managing approval of expiries and returns as per the contract T&C
Tender Commercial Policy and Distribution Management:
Preparation and Maintenance of the Tender Commercial Policy Communication of update of the commercial policy to all stakeholders Focal point for communication with the distributors for tenders Issue Management with agents and end customers
Undertaking Letters and Transfer of Goods:
Track the transfer of goods from the retail channel to the tender channel with distributors Track trade to tender loans and reconcile with purchase orders raised Liaise with Finance and market access on the stock reconciliation for the transfers Assessment and approval of UTL requests Communicate to the Distributor approvals on loans, transfers and UTLs Price difference debit note analysis and approval
Latest Estimate File- Tender Phasing:
Consolidation of the LE files of all markets Preparing the dashboard to show evolution of the figures submitted from one month to the other Prepare summary of LE and quarterly sales dashboard for BPM Alignment with HOO’s / KAM’s on gaps in the LE figures (Pre-LE meetings/ TC’s) and action plans to mitigate risks and close gaps
Tender Strategy:
Support with any data analysis required for preparation for the tender strategy Participate in Tender strategy meetings
Penalty Management:
Track and analyse all tender related penalties Provide RCA in collaboration with Customer Service and Supply Chain Approvals of Debit notes
Master database and tender tool
Supervise the upload of tender business data on the Tender Tool and generate reports to assist in decision making Maintain database for all tenders quoted and all tenders awarded Create and Maintain Price forms
Internal Control Requirements / Audits
Handling all internal audit requirements Issuan
Job Requirements
Qualifications:
- Business / Management Degree is preferable
Experience & knowledge:
- 3+ years of relevant experience ( Sales, Commercial, Supply chain, tender management ) preferably in Gulf countries
- Experience in Healthcare Industry is preferable
- Familiar with government healthcare tender processes
Languages:
- English – full professional proficiency
- Arabic is a plus
