Job Description

Under the leadership of the Program Director, the Procurement Manager will work closely with the client’s project management unit and all other relevant project entities to ensure that all project procurement activities are implemented on schedule and with integrity and efficiency. Main tasks of the senior procurement officer will include assisting the client’s project management unit and program operators in a number of tasks pertaining to procurement of good, works and services under the Program.

  • Monitor all the procurement related issues to the implementing entities and ensuring compliance with Egypt procurement protocol manual;
  • Prepare the Program 's investment plan;
  • Review the Annual investment plan and the procurement plan of the program operators including the procurement package:
  • Review/update the Standard Bidding Documents of the Program;
  • Review and approve the bidding documents prepared by the Program Operators including the detailed cost estimates for works, goods, and/or services;
  • Review the bidding process for works, goods, and consultancy services , the bid evaluation reports and award of contracts;
  • Manage the resolution of construction claims and disputes, if any,
  • Monitor and guide the Program Operators in the procurement's Key Performance Indicator (KPIs)
  • Monitor and guide the Program Operators in management of construction contracts, quality monitoring, verification of contractor claims, assessment of price escalations, checking revisions to contracts, etc. ;
  • Provide training and capacity building on all aspects of procurement to key Program Operators staff;
  • Prepare and updating the Program's procurement plan.
  • Assist client’s PM unit in procurement monitoring, reviews, audits and other project progress and performance reviews as needed.

Job Requirements

  • The Procurement Manager shall possess a degree in construction management, Engineering, Law, Procurement, Finance, Business or Commerce a relevant discipline with at least 20 years of experience in public procurement in relevant fields and at least 15 years of experience in the field of procurement operations, management and related issues.
  • He must be fluent in Arabic and English and familiar with procurement guidelines of the World Bank and the Government of Egypt and possess at least 5 years of relevant experience of working on Government of Egypt and should prove experience in international procurement of works, equipment and service in addition to the experience in the wastewater projects.
