Job Description

Reporting to the Objective Two Team Lead, the Senior Economist will be responsible for developing economic models to assess the effects of changes in economic policies, evaluate revenue scenarios, analyze economic data, and design and implement a database of economic variables and indicators. Specific tasks include:

  • Develop economic models to assess the effects of changes in economic policies.
  • Develop revenue analysis and forecasting systems and tools, including the supporting database for exogenous and endogenous variables.
  • Provide economic analysis to support implementation and institutionalization of the medium-term expenditure framework (addressing identified gaps) and program-, gender- and performance-based budgeting.
  • Provide economic analysis on planned and ongoing activities to improve budget processes, expenditure control and cash management to achieve program results, such as the targets in the Egypt Vision 2030.
  • Support the development of fiscal risk analyses, implementation of fiscal risk stress tests, and a comprehensive risk mitigation strategy.
  • Advise on tax administration reforms targeting tax processing, automation, collections, audit and overall revenue generation.
  • Provide economic analysis for structured and transparent mechanisms for public-private dialogue.
  • Support the enhancement and implementation of new modules for the Government Financial Management Information System, as required.
  • Provide inputs into the Project’s annual workplans and reports.
  • Additional duties and tasks as required.

Job Requirements

  • A. in economics, finance or related field. A relevant master’s degree is preferred.
  • Five or more years of experience in analyzing financial and economic data, developing economic models, and designing economic databases.
  • Knowledge of and experience with public financial management, tax policy and administration, budgeting, resource allocation, and associated capacity building and training programs is highly desired.
  • Knowledge of and previous work experience supporting the Government of Egypt with public finance reforms is preferred.
  • Experience in providing technical assistance to USAID or other donor organizations is preferred.
  • Strong inter-personal skills and ability to work effectively with GOE officials.
  • Excellent communication and writing skills.
  • Spoken and written fluency in English is required.
