Job Description

Purpose of the consultancy

  • The purpose of the consultancy is to support Science, Information & Dissemination (SID) to implement, in collaboration with Universal Health Coverage/Health Systems (UHC/HS - PHC Unit), the Primary Health Care Measurement and Improvement (PHCMI) Initiative in the 22 countries of the Region through:

Deliverables

To achieve the above objectives, the consultant will be contracted with the following deliverables:

  • Participate in organizing two regional workshops (first week of July and December 2020) to incorporate the Operational Framework, PHCPI Conceptual Framework and associated indicators into existing routine country review mechanisms.
  • Notify countries focal persons on data collection on the Operational Framework indicators (see the attached 126 indicators) as well as the PHC Vital Signs from the 22 countries.
  • Advise countries focal persons (MoH DG for PHC) on presenting their data in the workshops.
  • Verify sources of the collected data and receive WROs clearance for both of PHC and Vital Signs profiles.
  • Provide technical support on how to implement PHCMI Manual in the field.
  • Summarize the countries reports on the main findings with recommended actions for performance improvement in PHC.
  • Present the main findings, challenges and way forward to associate the indicators into existing routine country review mechanisms.
  • Collect, review data and prepare for data validation for each of the 22 countries to populate the Health and SDGs briefs using the template provided by SID/ISH.
  • Participate in the weekly data collection follow up WebEx with PHC Unit and countries focal persons.

Job Requirements

Required Qualifications

Education:

  • University degree in public health or relevant topics

Experience:

  • At least 2 years’ experience in public health and service delivery innovations.
  • Proven experience in project management
  • Proven experience in producing deliverables within required timeframe
  • Proven experience in maintaining effective communication with stakeholders

Skills / knowledge:

  • Excellent verbal and written communication skills; ability to work independently and to produce results under strict timelines.
  • Good experience in health system, stakeholder analysis and service delivery.

Language:

  • Requirement: Fluency in English.
  • Desirable: Knowledge of Arabic is an asset.
