Job Summary

The Policy, Partnerships and Outreach Director (PPOD) is a full-time position based in the Strengthening Egypt’s Family Planning Program (SEFPP) in Cairo, Egypt. The PPOD supports the Chief of Party's mission for overall strategic focus and management effectiveness of the project and overseeing the implementation and evaluation of all activities supported by the project. The PPOD reports to the DCOP.  The PPOD assist in performing the functions of planning, organizing, directing, and controlling, evaluating with the applications of these principles to efficiently and effectively manage to achieve SEFPP objectives and goals. 

The SEFPP PPOD, exhibits leadership and management and qualities along with deep knowledge and experience managing family planning (FP) and reproductive health (RH) programs in Egypt. He/ She should possess skills in planning for sustainability and strategic policy improvement, and the ability to develop and maintain professional relationships with all key stakeholders from the Ministry of Health and Population (MOHP), National Population Council (NPC) and USAID/Egypt, as well as the various development partners, civil society, and professional organizations. S/he will directly supervise the work of the Private Sector Engagement Officer and Support Officer.

Primary Responsibilities and Duties:

Assist the DCOP in strategic and management leadership and oversight 

  • Contribute substantially to program planning and monitoring, management and control systems and to processes that ensure informed decision-making and timely implementation of program activities.
  • Model effective communications, professional relationships, and coordination for timely reporting, both internally and externally.
  • Coordination of planning, implementation and evaluation of program activities.
  • Facilitate and coordinate communications with the Home Office support team, and USAID.

Assume delegated managerial leadership and coordination roles potentially including:

  • Guide strategic engagement and representation with advocacy coalitions, partners, networks and other partners on SEFPP
  • Develop initiatives to support advocacy priorities, such as roundtable discussions with government and private sector representatives, commission newspaper articles, conduct one-on-one meetings.
  • Oversee all communication materials; and communicate data and research results to relevant stakeholders to enhance research utilization.
  • Attend and represent SEFPP in relevant events and meetings, monitor events, policy decisions, trends and other issues with implications for the policy and political landscape on Family Planning (FP) and communicate with stakeholders to keep them informed of the work of SEFPP.
  • Define and guide the development of strategies to increase the engagement of business leaders, corporations and foundations in Egypt’s FP/RH efforts during and beyond the program's lifetime.
  • oversee advocacy and networking to increase awareness of key stakeholders from the FP Sector, health professionals’ syndicates, and the corporate sector (as policies and regulations allow) in encouraging the private sector to play a greater role in FP/RH.
  • Donor and government interface as delegated by DCOP.

Coordination with development partners and projects as determined with DCOP including:

  • Establish good working relations and collaborative arrangements with partners, politicians, local and international NGOs, donors, and other relevant stakeholders of FP and RH programming to help advance the goals of the program.
  • Interface and liaise with other related local and international partners for coordination and collaboration.
  • Participate in donor and other development partner networking and coordination forums and activities including advocacy and dialogue.
  • Set and maintain standards for effective collaboration between project staff and partners.
  • Generate learning, record successes, and create opportunities to sustainably expand SEFPP’s footprint and achieve its key results.

Private Sector Engagement Activities

  • Engage the MOHP/FP Sector and Department of Administration of the Private Sector, NPC, medical syndicate, private/NGO sectors, EFPA and others as needed to identify challenges facing the private sector
  • Engage private sector entities in the national response to population and family planning by creating partnerships to raise community awareness, provide resources to the public sector, build private practitioners’ capacities and build advocacy partnerships.
  • Provide the MOHP/FP Sector with technical assistance to ensure FP commodities are planned for and available in the private sector
  • Support the MOHP’s & NPC’s private sector engagement efforts and Corporate Social Responsibility Unit

Job Requirements

  • Master’s degree in business administration, public policy, public health, or a closely related field with more than 10 years of experience in developing and managing external partnerships, and relevant experience in communication and development particularly communicating policy lessons in ways that policymakers and practitioners understand.
  • Demonstrated experience working with government, parliamentarians, NGOs, commercial sector;
  • Ability to work as a member of a multi-stakeholder team and willingness to manage multiple tasks and responsibilities simultaneously;
  • Demonstrated leadership skills in working collaboratively with other donors, host country institutions and international organizations;
  • Demonstrated ability to find creative ways to engage the private sector on FP/RH issues and find the appropriate “hooks” that will appeal to their interests; 
  • Ability to network at various corporate levels, and with the MOHP/FP Sector to help find common ground; 
  • Strong time management and program management skills;
  • Excellent administration and organizational skills; 
  • Good understanding of programs and organizational aspects of major international donors, multilateral agencies, and nongovernmental/private voluntary organizations supporting the social sector, with a focus on reproductive health and FP programs
  • Exceptional communications skills – strong active listening skills, constructive verbal and written skills, strong public presentation skills, high analytical ability
  • Collaboration and team skills - working toward and influencing team collaboration, team building, and team effectiveness
  • Working knowledge of relevant USAID and USG policies, strategies, requirements and familiarity with current USAID Global Health (GH) Bureau priorities including Protecting Life in Global Health Assistance, and other RH/FP implemented globally;
  • Demonstrated experience in working directly with developing country program clinicians, managers and policy makers in reproductive/maternal health.
  • Fluent in spoken and written English and Arabic.
  • Ability to travel extensively to governorates and slum areas, as well as internationally, if required.
