Background

  • Om Habibeh Foundation (OHF) is implementing the Aswan Skills Development Programme (ASDP) supported by Aga Khan Foundation (AKF) and Global Affairs Canada (GAC), to develop the skills of 6000 young women and men in Aswan City and Kom Ombo District.
  • OHF is seeking a top-level candidate to fill the position of Gender Advisor for ASDP. OHF seeks an individual who is excited about the opportunity to shape the future of Upper Egypt’s technical, vocational and professional education landscape for young men and women, in collaboration with the private sector, civil society organizations, government, and international partners.

Position Objectives:

  • The Gender Advisor will be responsible for implementing and building upon ASDP’s Gender Equality Strategy to ensure that gender equality is mainstreamed into all ASDP planning, activities, monitoring, and evaluation. The individual should be results-driven, proactive and committed to quality.

Main Responsibilities:

  • Build on the comprehensive gender analyses undertaken for the programme and implement existing and new strategies to mainstream gender equality in all areas of ASDP, including skills training (TVET, employability, entrepreneurship), institutional capacity-building, marketing, and labour market stakeholder engagement. This includes ongoing assessment of social and financial barriers to men’s and women’s participation in trainings, workshops, business plan competitions, career services, and other activities, and developing strategies to address these barriers in collaboration with programme colleagues.
  • Work with programme team colleagues and field implementing partners to integrate gender equality issues within all aspects of programme design, planning, implementation, reporting processes, and M&E systems, including concept notes and proposals for sub-projects, annual work plans, monitoring, evaluation, research and learning (MERL) plans, and semi-annual, annual and final reports.
  • Advise and guide the development of gender-sensitive curricula for TVET, entrepreneurship, and employability skills programmes in collaboration with programme staff and industry representatives.
  • Collaborate with the ASDP Quality and Accreditation Unit to conduct gender-responsive pedagogy training with ASDP instructors and provide regular follow-up and coaching for instructors to meet the project’s gender equality objectives.
  • Collaborate with the ASDP MERL team and programme staff to ensure that the MERL activities are gender-sensitive, including supporting the identification of research questions, development of data collection tools, data analysis and dissemination, administering surveys and facilitating focus groups.
  • Support the marketing and communications team in developing gender-sensitive marketing materials to promote ASDP activities, develop and implement community mobilization strategies with the objective of improving the image of TVET in target communities and encouraging women’s engagement in other programme activities.
  • Work with the marketing and communications team and AKFC staff, including the AKFC Public Affairs team, to develop public engagement programming for Canadian audiences to highlight ASDP’s achievements, particularly those related to gender equality and women’s empowerment.
  • On an ongoing basis, monitor and analyse developments related to gender equality advocacy and research at the national and international levels, synthesize research findings and lessons from other agencies/sources, and incorporate these lessons into project planning and implementation.
  • Identify knowledge and skills gaps among staff and partners and deliver trainings, supplementary learning materials, and technical assistance as necessary to build their understanding of gender equality in their respective fields.
  • Ensure that different programme stakeholders have a common understanding of the Gender Equality Strategy including AKFC, OHF, Donors, and national partners.
  • Coordinate the set-up and proceedings of the gender equality support structure at OHF, actively contribute to the AKF Gender Equality Network and participate in project governance and stakeholder meetings.

Job Requirements

Qualification and Experience:

  • Master’s degree in gender studies, international development or related fields.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • Minimum of five years of professional experience in promoting gender equality and women’s empowerment in an international development context.
  • Demonstrated knowledge of international best practices in gender equality and women’s empowerment programming.
  • Knowledge of effective approaches to mainstreaming gender in religiously / culturally conservative areas, as relevant to Egypt.
  • Proven strong leadership qualities, including the ability to motivate and persuade others.
  • Demonstrated ability to take initiative and work in a multi-cultural environment.
  • Trainer of trainers, and / or workshop development experience would be a significant asset.
  • Willingness to live in or spend most of the time in Aswan.
  • Proficiency in working with relevant MS Office applications.
  • Full professional proficiency in spoken and written Arabic and English are essential.
