Job Description

Project Description: The Transforming the Assessment and Inspection of Food Businesses in Egypt (TAIB) project is a five-year $8.5M project funded by the United States Department of Agriculture (USDA) that will expand domestic and international trade of Egyptian food products through supporting the establishment and scale-out of a new government entity, the National Food Safety Authority (NFSA). TAIB will provide technical and financial support to NFSA that is responsive to the evolving needs of the nascent regulatory authority. Assistance will be aimed at harmonizing Egyptian food law and regulations and international standards, implementing robust inspection systems, managing outbreaks, conducting science-based risk assessments, monitoring Egyptian food safety systems, and reducing food borne illnesses.

Purpose and Objectives of the Assignment: TAIB is seeking to support NFSA to raise the awareness of industry, the public and the international community to the newly established food safety authority. The selected consultant will work with TAIB and NFSA to lead the design, development and implementation of activities related to industry and public outreach. The consultant will work with TAIB, NFSA, and a selected website design company to re-design NFSA’s website, oversee the development of informational flyers and materials and prepare communication material and templates for future use by NFSA. Furthermore, the consultant will work with NFSA to develop a public communications strategy to identify key messages and communication channels for communicating with the public, industry and the international community.

Consultant Tasks: In order to complete this scope of work, the consultant is expected to complete the following tasks:

  • Lead the development of a request for proposals to solicit the re-design of NFSA’s website.
  • Serve as the point of contact with the selected web design company and coordinate input between NFSA and TAIB.
  • Lead the development of outreach and awareness materials, including coordinating content with NFSA and liasing with the selected design and print companies.
  • Design communication templates and toolkits for NFSA including: business cards, PowerPoint presentation templates, standardized email signatures, letterhead, and key messages for the public, industry and international community.
  • Lead the development of a communications and outreach strategy for NFSA.
  • Lead the creation of an e-platform (YouTube, cartoons, etc.) for disseminating food safety information to the public.
  • Submit monthly reports to TAIB’s Technical Director outlining progress against deliverables.

Deliverables: Under this scope of work, the consultant is expected to complete the following deliverables:

  • Finalized RFP for selecting web-design company.
  • Newly designed NFSA website.
  • Communication templates and toolkit including: business card design, PowerPoint presentation templates, standardized email signatures, letterhead, and key messages for the public, industry and international community.
  • Communication and outreach strategy for NFSA.
  • Creation and implementation plan for an e-platform for disseminating food safety information to the public.
  • Monthly reports.

Job Requirements

Required Skills and Qualifications:

  • University degree in Communications, Public Relations, Advertisement, Journalism, Design or another related field of study.
  • A minimum of 5 years’ experience working in design, communications and outreach.
  • Fluency, both oral and written, in English and Arabic is required.
  • Experience building or coordinating the development of websites is required.
  • Prior experience working with design companies is required.
  • Prior experience drafting communications and outreach strategies is required.
  • Experience working with donor funded projects is preferred.
  • Demonstrated awareness of food safety and/or agriculture issues is preferred.

Reporting: Position reports to the Technical Director.

Period of Performance and Level of Effort: The period of performance for the consultancy is through April 30, 2020. The level of effort for the consultancy is not to exceed 65 working days. The selected consultant is expected to work from TAIB and NFSA’s offices and to dedicate approximately 10 days per month to the assignment.
