Job Description
JOB SUMMARY
The Proposal Engineer supports the development of technical and commercial supervision proposals for the Transportation office. He works closely with the Proposal Development team for the preparation of prequalification materials and internal documents to support the development of supervision proposals. The jobholder works closely with Senior Proposal Engineers throughout the entire proposal development life cycle, including developing proposal method statements, estimating project delivery costs, consolidating staff resumes and project references and coordinating the preparation of tender requirements, such as bid bonds, performance bonds, etc. The jobholder is also expected to support the design proposal teams with local market intelligence and facilitation of local requirements and documentations, as needed.
KEY RESPONSIBILITIES AREAS AND ACTIVITIES OF THE ROLE
- Assemble, prepare and submit prequalification materials for potential projects and clients in Transportation
- Collect internal documentation to support the development of supervision proposals in Transportation
- Support Senior Proposal Engineers with the development of method statements, approach and scope for supervision proposals in Transportation
- Assist Senior Proposal Engineers in setting man-hour rates and calculation of direct project costs for supervision proposals
- Support the coordination with the Geography Manager - Transportation and Directors / Senior Managers - Supervision in validating supervision projects direct costs, margins and contingencies
- Support the preparation and arrangement for local tender requirements, such as bid bonds, performance bonds, etc. for supervision tenders in Transportation
- Coordinate with the Contract Section to review contract terms of supervision proposals
- Collect and consolidate project staff resumes, project references and qualifications for supervision proposals in Transportation
- Support with the review, packaging and submittal of supervision proposals in Transportation
- Support with the hand over successful supervision proposal documents to project teams for project launch
- Implement corporate policies and procedures
Job Requirements
QUALIFICATIONS
- Bachelor’s Degree in Civil / Transportation Engineering

- Proficiency in spoken and written English and Arabic
EXPERIENCE TO EXECUTE THIS ROLE
- 5+ years of experience in engineering and construction supervision field in a top tier regional / multinational engineering consultancy firm with experience in proposal development, pricing and cost estimation
- Experience within the Middle East; experience within UAE is preferred
